1 Introduction
Headwater Environmental, Inc. (Headwater), on behalf of Vesta Property Services, Inc. (Vesta),
prepared this Pond Conversion Plan for the conversion of a reclaimed water spray irrigation
holding pond located on the High Vista Golf Course (the Site) into a non-wastewater pond. The
Site pond location is shown on the attached Figure 1 and Figure 2.
This Conversion Plan was prepared in accordance with the North Carolina Department of
Environment and Natural Resources Guidelines for the Closure of Treatment Ponds and Lagoons,
dated June 22, 2012, and contains a background and proposed conversion activities.
1.1 Background
The sanitary wastewater generated by High Vista Falls and the High Vista Golf Club (High Vista
Community) is collected and conveyed to a wastewater treatment system located on Creasman
Hill Road east of Highway 191 and the High Vista Community. The 45,000 gallon per day
wastewater treatment system is owned and operated by A&D Water Service, Inc. (A&D) and A&D
has a National Pollutant Discharge Elimination System (NPDES) permit (number NC0089095) to
discharge treated effluent to Line Creek.
In addition to the NPDES permit, the High Vista Community has a non-discharge permit (number
WQ0036701) from the North Carolina Department of Environmental Quality (DEQ) Division of
Water Resources (DWR) to use the treated effluent (reclaimed water) to fill the Site pond, an
approximately 2 million-gallon, 0.75 acre holding pond, which was historically used to irrigate the
golf course. Note that the Site pond is also fed by a stream and therefore has only rarely received
reclaimed water to supplement the existing water in the pond.
The permit is owned by High Vista Finance, LLC (High Vista Finance). In March 2018, on behalf
of High Vista Finance, Vesta Property Services, Inc. (Vesta), which manages the High Vista
Community, requested the DEQ rescind the permit. In order to complete permit recession,
conversion of the Site pond into a non-wastewater pond must be completed.

2 Proposed Conversion Activities
Proposed conversion activities include:
Location of Wastewater Piping
Assessment for the presence of sediment in the pond
Collection of water samples for analysis
Collection of sediment/soil samples for laboratory analysis
Decommissioning of all inflow and outflow wastewater piping
2.1 Locate and Abandon Wastewater Piping
Headwater will subcontract with a private utility locator to identify the location of the buried inflow
wastewater piping to the pond. This investigation will be performed using ground-penetrating
radar (GPR) or similar geophysical techniques. After the location of the buried inflow wastewater
piping is identified, Headwater will coordinate with to have the piping decommissioned. To
decommission the pipe, it must either be removed or plugged with cement grout such that the
piping cannot be used as a conduit for wastewater to enter the pond in the future. The presumed
location of the inflow piping was determined based on review of historical design drawings for the
Spray Irrigation System and is shown on Figure 2. The presumed location of the piping may be
difficult to access. As such, the inflow piping will likely be plugged with cement and abandoned in
place.
2.2 Sediment Presence Evaluation
It is unlikely that soft sediment is present in the pond since it has historically been filled with
reclaimed water (water treated with tertiary wastewater treatment techniques). However,
Headwater will gauge the bottom of the pond to confirm or deny the presence of sediment.
Headwater will measure for the presence of soft sediment from the pipe entrance into the pond
every 20 feet in-line with the direction of discharge (estimate five locations). If soft sediments are
determined to be present, additional measurements will be collected along transects
perpendicular to the direction of discharge from the pipe entrance into the pond. Measurement
locations will be recorded using a handheld GPS device or based on Site features. This work will
be performed by two Headwater personnel in an aluminum Jon boat, using a piston core sampler
or similar technique.
2.3 Surface Water Sample Collection
One surface water sample will also be collected from the center of the pond. The sample will be
collected from mid depth within the pond using a bailer. Field parameters of pH, specific
conductivity, dissolved oxygen, oxidation-reduction potential (ORP), turbidity, and temperature
will be measured and recorded using a water quality meter and turbidity meter.

The water sample will be transferred to laboratory supplied sample containers and placed in a
cooler on ice. The sample will be delivered to the laboratory and analyzed for fecal coliform
bacteria, arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel, selenium,
zinc, total Kjeldahl nitrogen, nitrate/nitrite, ammonia nitrogen, phosphorous, residual chlorine,
biochemical oxygen demand, and total suspended solids.
2.4 Soil/Sediment Sample Collection
Sediment samples will only be collected if soft sediment is determined to be present. If present,
soft sediment samples will be collected from six locations (three in the northeastern half of the
pond and three in the southwestern half of the pond) using a bottom dredge sampler. The samples
collected from the northeastern and southwestern halves will be composited into two samples for
laboratory analysis. A duplicate sample will also be submitted to the laboratory from one of the
composite samples.
Soil samples will be collected and composited from six locations (three in the northeastern half of
the pond and three in the southwestern half of the pond). The soil samples collected from the
northeastern and southwestern halves will be composited into two samples for laboratory
analysis. The samples will be collected using a piston core sampler or a slide hammer driven soil
recovery probe, or if no sediment is present, a bottom dredge sampler.
The soil and; if present, sediment samples, will be transferred to laboratory supplied sample
containers and placed in a cooler on ice. The sample cooler will be delivered to a North Carolina-
certified laboratory under chain-of-custody protocol. The samples will be analyzed for fecal
coliform bacteria, arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel,
selenium, zinc, total Kjeldahl nitrogen, nitrate/nitrite, ammonia nitrogen, phosphorous, sodium,
calcium, magnesium, percent total solids, and pH.
2.5 Reporting
Headwater will prepare and submit a summary report to the DWR. The report will include a Site
map showing sample locations, field observations, sample analytical results, and additional
conversion procedures, if any. The report will also document abandonment of inflow piping to the
pond and will document deviations to this Conversion Plan, if any.
