We worked with the developer to minimize the number of crossings to the five that are currently shown. We also deleted the request to further access the northern portions of lot 11 and 12. The construction of a bridge to access the building sites for these lots is not economically feasible. The access would need to support construction equipment and life support apparatus such as fire department trucks and ambulances. A bridge with those capabilities is just not affordable for this situation. I have included the culvert map and detail as requested. The original map showed 18" culvert at 50% bury but I changed it to 24" culvert at 25% bury. The length of each culvert is 36'. 1 have also attached an updated credit reservation letter from Batchelors Delight Mitigation Bank. I hope this provides the requested information and by copy of this email I am asking Gregg Bodnar with Coastal Management to take this project off of hold if it has not already been done. Please provide further clarification on the following items: 1) Total revised wetland impact (ac). I have calculated 0.43 ac based on the map revisions. Please confirm. 2) A discussion was not provided regarding alternate site plans, such as bridging the wetland crossings (either all, one or two of the larger crossings) in order to further reduce permanent wetland losses. 3) Please provide cross sections of the wetland crossings and show pipe locations on impact map. Pipes will be required at all crossings where the wetland occurs on both sides of the proposed roadway. 4) We appreciate the removal of the unnecessary fill on lots 11 and 12. We are in receipt of the credit reservation letter from the Bachelors Delight Private Mitigation Bank. Please note that the reservation of the credits for this project expire 90 days from the date of the letter, which was April 26. You may want to request an extension. Please provide your response at your convenience. Once received we should be able to continue processing your application through the programmatic general permit 291 process once the project is taken off hold. AS ALWAYS, THANKS FOR YOUR HELP, RON FROM GREGG BODNAR Afternoon Ron, So currently we are on applicant hold as of 11/16/18. 1 did just recently receive the DCM certified LUP certification. If I remember correctly the wetland fill was 404, so USACE will be the lead on that. WRC also had concerns about avoidance and minimization of the 404 fill, so the work with the USACE should be sent to the WRC to update. The remaining issue was the BUA within the ORW AEC being greater than the max 25%. Other than that Sedimentation and Erosion and Stormwater permits are required. If all of those issues have been addressed and you all would like to take the project off hold, please let me know. I will update you with a revised 75 day when that happens. As I understand it, the land use plan is close to being revised to remove the language about waste treatment plants and allow onsite septic system.
