PROJECT SUMMARY: The applicant has applied for an approximate 2000' by 6' access crossing 404 and coastal wetlands to a high ground island with a 36' by 18' gazebo. Also requested is an 80' by 6' daydock with 10' by 20' floating platform. FIELD INVESTIGATION REPORT: COTTAGES AT BAY RIDGE / CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: Project Setting Bunn and Company, LLC currently owns a tract of land located off West Fort Macon Road (Highway 58) just to the west of Atlantic Station shopping center in Atlantic Beach, Carteret County. The property is well marked with signage. The property includes an extensive wetland and marsh area. The property does include a highground island located approximately 2000' north of the partially developed subdivision. The property is adjacent to Bogue Sound. The 60-acre tract of land varies in elevation from 4.5 to 5 feet above the normal high water level. The current developing subdivision is located outside any CAMA Areas of Environmental Concern (AECs). The site has the road infrastructure complete and a septic system installed. There are approximately a half dozen homes constructed with new ones starting daily. As you move south to north across the property the highground portion reserved for the roads and houses transitions to 404 wetlands and ultimately coastal wetlands until you reach the aforementioned highground island adjacent to Bogue Sound. The 404 wetland area averages 200-400' wide whereas the coastal wetland area is approximately 1600' wide near the location of the proposed development. The 404 wetland area has significant growth of oaks and wax myrtles which have been cut back to allow for a view of the Sound from the highground residences. At the transition of the 404 wetland area the coastal wetland line begins with spartina cynosuroides and quickly transitions to juncus roemerianus until the highground island. From the highground island the vegetation transitions out of the woods line into spartina alterniflora at the approximate normal high water level. Running into the west side of the property is a small creek with ebb flow north and flood flow south. This creek runs into the property approximately 600' and has an average depth less than -.5' at low water. The adjacent properties both east and west have similar shorelines. Based on aerial photography there does not appear to be any unexpected erosion on the highground island. Bogue Sound at this location is classifies as SA HQW by the Division of Water Quality. This section of the Sound does not serve as either a primary or secondary nursery area however the waters are open for shellfish harvesting. The water depth at the project location are -2' at low water and drop until 120' offshore where a marked channel exists with an average depth of -6'. Project Description The proposed project is easiest described breaking it down into three basic components; access to the highground island, covered gazebo, and fixed pier with floating dock. The majority of the wetland area is considered common area therefore no single property owner owns property to the high water level. This limits the entire riparian area to the developer and ultimately the home owners association. The island access is proposed to begin at the community road and extend to the 404 wetland line for 225'. Through this area the access crosses a 125' isolated pocket of 404 wetlands. The proposed access extends though the 404 area for another 300' until reaching the coastal wetland area. The largest span of the access is through the coastal wetlands crossing approximately 1500' of predominately juncus FIELD INVESTIGATION REPORT: COTTAGES AT BAY -RIDGE / CARTERET COUNTY PAGE #3 roemerianus until you. reach the highground island. The access borders the small creek described earlier and has one observation/turnaround area over the creek measuring 6' by 6'. The access proposed to cross wetlands would maintain a minimum separation between the wetland substrate and decking of 3'. Once the proposed access reaches the highground island the applicant has proposed a covered gazebo 18' by 36' in footprint extending vertically 20'. The gazebo would have a wood deck flooring at the ground elevation and dormers, which only serve an ornamental function. The gazebo is not proposed for second story use. The position of the gazebo on the highground island would be outside the 30' buffer and landward of any 404 or coastal wetlands. Beginning at the proposed gazebo is a pier proposed to serve as a day dock for residents of the Cottages at Bay Ridge. The proposed 6' wide pier would run 85' north until it crosses the normal high water level and an additional 15' until it reaches open water. The pier would extend 30' into Bogue Sound until it "Ts" into an 80' by 6' fixed platform. Off the east side of this fixed platform is proposed a small 12' by 4' gangway to a 10' by 20' floating platform. Anticipated Impacts The project will usurp 944 ft2 of public trust area and estuarine waters within open shellfish waters. The project would require the shading of 2,550 ft2 of 404 wetlands and 9,090 ft2 of coastal wetlands, both high and low marsh. The project would involve highground disturbance through the construction of the proposed gazebo covering 648 ft2. The proposed pier would fall short of the existing marked channel and therefore should not impede navigation of the Sound at this location. Brad E.
