Greg, As mentioned, this area is high quality water and there are endangered mussels in the river. So, low impact work is particularly important here. Your permits and other documentation will follow later, but please make sure your crew follows good practices including, but not limited to, the following: 1) Install clean temporary sand bags/diversion with pump -around and install culvert in same foot print of existing as noted below. 2) Be sure the new pipe is not installed with a perched outlet. A 36" pipe needs to have its bottom recessed about 7 inches below the stream grade. I recommend either have a level on hand or use another technique to ensure the elevation of the pipe bedding is correct before placing the pipe. 3) Minimize disturbance of the stream, but if there are disturbed banks after placement, then these areas should be matted and seeded with millet or rye grain. Please advise Patrick or myself if you have any questions or need any assistance. I assume the pipe would be replaced with the same size pipe in the same foot print with no additional impact to the stream other than temporary? I'm fine with after the fact permitting as long as you hear back from Claire first, prior to construction to make sure that she is good with the work as proposed. Crystal C. Folks, We have a small corrugated pipe collapsed on North River Road in Mills River that needs quick replacement. The attached map shows the location. It is only about 0.1 mile above the Mills River. From my old WRC days, I recall the Mills from near the junction of South and North and the river downstream from there as being about the potential elktoe habitat, but it looks like most actual records are only from the lower end near NC 191, which is couple miles downstream of this pipe. Please advise if you would call this a MANLA and whether we could proceed with aft -the -fact permitting or whatever else may be necessary. They will effectively dewater and I have already advised them not to leave this pipe perched.
