We had the field verification for R-2513A and R-3403B on June 28, 2018. Since then, we have developed 65% plans with some proposed ROW outside of the study area on R-3403B. We caught this as we were reviewing the draft EA/FONSI. So, Terry Burhans went out on this past Tuesday to extend some of the wetland lines, particularly at the grade separation of the railroad. He describes the wetland boundary changes in his email below. The "20190604" pdf attached shows the proposed ROW areas outside of the study area that needed re -assessment. Those areas are circled in green and include GPS points for the extended wetland boundaries. Also included is the original pdf, labeled "20190508", that you had on the field review, for comparison purposes. You will see that we added bulb -outs for U-turns and a bridge at the railroad crossing. There are some extensions along the Vines for some intersection improvements. Please let me know if you have any questions. Do we want to go back in the field to look at these boundaries again? We will be happy to set up a field meeting if you need. When I assessed expanded areas on Sheets 3-C, 3-D, 3-F, 3-1, 3-M, & 3-N I did not find any additional waters. When I assessed expanded Areas on Sheets 3-K & 3-L (for the rail bridge) I expanded two wetlands (WJ & WI). I also flagged an expansion of Wetland WM (Sheet 3-J) along the topo line to show where the wetland boundary was. Of note, the map I attached should only be used for discussion as the GPS unit I used was not sub meter accurate and all additional flags will need to be surveyed in as needed. I found no additional waters at the y-lines at the NC 43 intersection or the intersection at Aurora road (Stream SC will need to be expanded to fit to the widened survey area). I expanded the lines on some existing wetlands and should have you a map of the areas a bit later today. I didn't add any additional JD areas, so I wouldn't think that there would be any additional field reviews needed, but we can discuss after you take a look at my mapping. I included the full Wetland Survey that we had for the area and It looked like we have that area covered, but I will double check while I am out there. The others make sense to me though. I have added the EOT and ROW to the waters on aerial imagery from the JD and included additional areas that I believe will need to be assessed. As far as T&E Species, I am familiar with and have seen multiple specimen of rough -leaved loosestrife and their habitat. Based on the areas that we will expand, I don't expect to find habitat, it looks to either be too overgrown or too maintained (farm fields), but I won't be able to tell for sure until I am onsite. Also for Joint -vetch, I have had multiple discussions with USFWS personnel in regards to populations in the region which have resulted in the conclusion that the only likely populations that we would come across would be ditch populations. That being said, I am going to try to hit the survey windows as best I can. I was looking at my calendar and it's looking like the earliest I'll be able to head out to Craven County is the 15Y or 2nd week of June. I hope this timing is okay with you. Please let me know. Lauren, Terry wants to see what files you have for the study area/ROW since their NRTR study area is a bit different. There were some dgn files exchanged on 7/23/18 between Todd and Lauren that might be useful as well. Let me know if I need to send them to you. The more I think about it and talk to others, it may be best to hold off on signing the EA/FONSI and finish up the extra delineations. Terry, we didn't discuss the T&E surveys in those areas — Sensitive Joint -Vetch and Rough -leafed Loosestrife. Loosestrife blooms in mid -May. Joint -vetch blooms in July. We may not have habitat for joint -vetch. There were three main areas that went outside of the study area and likely have wetlands/streams: the railroad crossing, one or two bulbouts, and the NC 43 Y line. Most of the other areas appear to be dry. Lauren, we can adjust the R-3403B project study area to cover the additional ROW, then we can remove the ROW lines from the figure. The project study area will have to be clarified after Terry looks at the jurisdictional features. Once we have those additional areas delineated and on a map, we can talk to the agencies for their approval. Hopefully, we can do that by a conference call. Attached is the draft EA/FONSI. See Figure 4, in the text portion, that shows the project study area, proposed ROW and designs. First, the project study area shown in Figure 4 does not travel down the side streets where we are doing some work. It appears that the NRTR covers most of these areas though. So it would be good to look at your shapefiles compared to what is showing in Figure 4. VHB may not have the latest files. Second, the bulb -outs are showing some ROW outside of the 300' study area. Most of these areas appear dry. But there are one or two that may be wetlands or streams. Because we already had a PJD on the project, we would need to discuss these new areas with the agencies. Third, the bridge over the railroad spur causes the fill material and ROW to go outside of the project study area. These areas appear wetland. We need to include these into the files. Fourth, we need to extend our study area at the NC 43 intersection where we have cut/fill and PUE's in areas that we did not cover. Talk this over with your folks and let me know how you want to proceed. Our goal is to confirm that our study area includes all JD features and proposed ROW.
