PROJECT DESCRIPTION The applicant's project is located within the Canady Landing Subdivision, adjacent to Fullard Creek, in Stump Sound Township, Sneads Ferry, in Onslow County. To find the property from Holly Ridge, travel north on US Highway 17 approximately 4.1 miles and take a right onto Old Folkstone Road. Travel east on Old Folkstone Rd crossing over Highway 210 and travel about 3 miles further, taking a right onto Bill Canady Rd (SR 1520). Travel about 0.5 mile and take y-split in road to the left. Canady Landing is about another '/a to 1/2 mile further on the right. The proposed project is located in the south corner of the property. Canady Landing is an existing 35 lot subdivision encompassing approximately 25.52 acres. Construction of the roads has been completed and it appears that installation of utilities has been completed as well. This existing development is located outside of the 75' Estuarine Shoreline Area of Environmental Concern (AEC). The elevation of the property ranges from approximately 2' above mean sea level (MSL) along Fullard Creek, to approximately 11' above MSL as you move towards the northwest. The property is located on the north side of the upper area of Fullard Creek, which is a tributary to Chadwick Bay. Specific to this project is the development of a community dock originating from a Reserve Area adjacent to Lot 1. The high ground vegetation on the Reserve Lot consists primarily of mature oak trees and pine seedlings. A two- story dwelling sits approximately centered on Lot 1; the dwelling appears uninhabited at present. Near the shoreline the property drops approximately 6' in elevation along an embankment. Immediately water ward of this embankment is an area of 404 Wetlands averaging approximately 15-20 feet in width. This area is vegetated primarily with Southern Wax Myrtle (Myrica cerifera) and Groundsel Bush (Baccharis halimifolia) with a band of Cattails (Typha spp.) located at the lower edge of the 404 Wetland. Water ward of the 404 Wetland is a band of mixed high marsh vegetation consisting of Salt Grass (Distichlis spicata) and Salt Meadow Grass (Spartina patens), mixed evenly throughout for a width of approximately 50 feet. Water ward of this is a band of Black Needlerush (Juncos roemerianus) about 6' in width, transitioning to an intertidal beach area vegetated with sparse Smooth Cordgrass Marsh (Spartina alterniflora). Oyster beds are present on the upper reaches of the beach along the vast majority of the shoreline. Fullard Creek is approximately 440 feet wide in the area of the project. The waters of Fullard Creek are classified SA by the North Carolina Division of Water Quality. Fullard Creek in the vicinity of the project is Closed to the Harvest of Shellfish. The waters of Fullard Creek are designated as a Primary Nursery Area. PROPOSED PROJECT The applicants are proposing to construct a community docking facility to serve the residents of Canady Landing Subdivision. The proposed community dock would begin as a 4' wide wooden walkway extending from the Reserve Lot. The shoreline for both the reserve area and Lot 1 is being used by the applicant to justify the square footage of the proposed dock. The combined shoreline of Lot 1 and the reserve area is 134 feet. The walkway would lead to a six foot wide fixed elevated access pier 120' in length. A 16' wide gazebo would be located at the water ward most end of the access pier. A ramp from the gazebo would lead to a floating dock measuring 5'3" in width and 70 feet in length that weald extend into the water along the same alignment as the fixed access pier. The Six finger piers (3 on each side) would be located along the floating dock. Each finger pier would measure 4' wide by 12' in length. The finger piers would provide access to 10 boatlifts located along the floating dock. Each boatlift would measure approximately 12 feet by 12 feet. The applicant is also proposing to install 12 mooting pilings (6 on each side of the 70' float) located at the ends of and between each boat slip. The mooring pilings would be set at a distance of 24 feet from the 70' float. The water ward end of the entire structure would terminate off sh6 a at a distance equal to one quarter the width of the waterbody. Water depths within the slips would average approximately 2' to 4' at mean low water (MLW). The structure would provide docking space for a total of 10 vessels. Canady Landing, LLC Page Three 10. ANTICIPATED IMPACTS: The upland portion of the fixed access pier would result in the covering of about 78 sq. ft. of high ground. The proposed 6' wide elevated fixed access pier would shade approximately 54 sq. ft of 404 wetlands and approximately 456 sq. ft of coastal wetlands, nearly all of which is high marsh vegetation. The remaining structure, consisting of gazebo, float, finger piers, and mooring pilings, would incorporate approximately 4,174 sq. ft of estuarine waters and public trust area. Total impervious surface coverage within the 75' Estuarine Shoreline AEC associated with the development would be 0%. The applicant has received a State Stormwater Permit from the Division of Water Quality (Permit No. SW8 030336). The applicant also has an approved Sedimentation Control Plan for the project (ON-032-03). The water supply for the community is Onslow County Water Supply. The site is located adjacent to Fullard Creek, a tributary of the New River, in Stump Sound Township (Onclow County, NC). Inclusive in the project design, is an approximate 120-ft long fixed pier, 70-ft floating dock, six 12-ft long finger piers, and attendant features (e.g. gazebo and boatlips). The total linear shoreline of the common area and Lot 1 is 134 ft. The square footage of the dock and gazebo (counted toward the maximum area allowed) equals 448 sf (total sf allowed = 536). The proposed pier and dock will accommodate ten 28-ft boatslips. Plat 3 and Plat 4 of the attached application depict the location of the dock and its proposed alignment/design. Depths at the location of the floating dock range between -2' MLW and 4' MLW. Refer to Plat 5 for a cross-section detail illustrating the proposed dock relative to existing elevations and waterfront features. Currently, there is one existing homesite on the subject property. Site development (outside the 75-ft estuarine shoreline AEC) has been initiated. Both the Stormwater Certification (4SW8 030336) and the Sediment & Erosion Control Permit (#ON-032-03) have been issued. Jurisdictional wetlands have been delineated on the site. A jurisdictional confirmation was subsequently received by the Corps of Engineers (COE) (refer to attached signed wetland boundary survey).
