The site is located at 3613 Carlow Court in Raleigh. An unnamed perennial tributary of House Creek, a Class C, Nutrient Sensitive Water, occurs inside the southwestern boundary of the site. Portions of this stream's Zones I and II buffers overlap and occupy most of the site. The project would construct a single-family home. Unavoidable buffer encroachment associated with the home and its construction would be limited to Zone II, with no permanent or temporary impact to Zone I. The attached form provides information for your use in review of impacts to riparian buffers. No other phases are planned. Houses on either side of the site were constructed within the buffer prior to adoption of the rules. The original 70-acre property purchased by Mr. Jackson's grandfather was subdivided into its current configuration and recorded in 1995 (Attached). Mr. Jackson's family has lived on the original property continuously since 1938. His mother, Huldah Ruth Turner Jackson, now 85, first moved here at the age of four. She currently lives in the home adjacent to the east of the site. However, it is too large for her to manage and its numerous stairs pose a significant safety risk. Ms. Jackson was diagnosed with dementia two years ago, and familiarity is extremely important to her entire family. The residence has been planned as far from the top of bank as possible and has been designed to minimize encroachment into the buffer. Including temporary construction access, the structure would be entirely within the Zone II buffer (outside the 30-foot wide Zone I buffer). The site would be served by municipal water and wastewater systems. Construction of the home would permanently impact 1000 square feet of Zone II riparian buffer. The footprint of the proposed construction was adjusted to minimize disturbance within the Zone II and avoid Zone I by concentrating construction upslope. Stormwater will be directed onto splash pads at downspouts to ensure diffuse flow through Zone I. Temporary impacts associated with the construction of the home would disturb 325 square feet of Zone II riparian buffer. All temporarily disturbed areas would be revegetated. Stormwater would flow off this area in a diffuse manner, and adjacent lawn maintained to ensure no channelization results. Avoidance and Minimization The project as proposed would not impact jurisdictional stream or wetland areas, and only overlap Zone II riparian buffers on the site. Construction plans were designed specifically to avoid impacting Zone I riparian buffers. During construction, signs will be placed at the edge of Zone I riparian buffer to provide a visual barrier and limit access. This design is necessary due to the configuration of the lot, as well as development requirements of the local HOA. Along portions of the development that border the riparian buffers areas would be revegetated to aid in sediment and erosion control. Sediment and erosion control measures would be installed prior to land disturbance and maintained throughout construction. Upon completion, splash pads would be used to diffuse stormwater flow through Zone I. Riparian buffers adjacent to construction areas would be clearly marked with orange protection fencing or other similar method to provide a visual barrier and avoid encroachment into Zone I.
