An agricultural structure is located on the northwestern portion of the site. An overhead power line and associated easement cross the eastern portion of the site. The remainder of the site contains agricultural fields and wooded land. The site is located within a mixed use area of Four Oaks,Johnston County, North Carolina. 3b. Explain the purpose of the proposed project: The purpose of the proposed project is to develop the site with a retail and distribution center for a furniture company. 3e. Describe the overall project in detail, including the type of equipment to be used: The overall project consists of development of the site with a furniture retail and distribution center that includes an approximate 161,000 SF building, commercial parking,tractor trailer parking/storage(industrial parking), stormwater management devices and managed landscaped areas. The proposed 160,000 SF building will contain a warehouse/distribution area, retail areas,offices and a call center. The site plan allows for future expansion of an approximate 102,000 SF warehouse/distribution center. In order to develop the site and allow for proposed trailer storage, impacts to an open water ditch and wetlands are necessary. To facilitate development of the site, clearing and grading the site is necessary. Graders, haulers, excavators and other heavy equipment will be used during site construction. 4. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The applicant has minimized the size of the development and future expansion to avoid impacts to high quality wetlands on the southern and western portions of the site and a perennial stream on the southern portion of the site. Due to the use of the facility, it is necessary to separate commercial parking from industrial parking. The applicant has designed the commercial and industrial access and a second future industrial access to avoid impacts to WoUS. The applicant has reduced the length of the trailer storage area for their internal requirements in attempts to minimize impacts to the open water ditch and wetlands. Furthermore,the applicant evaluated the use of a retailing wall in an attempt to avoid impact to the open water ditch and wetlands. However, due to little existing slope and proposed bottom grade of trailer storage areas,the proposed impacts cannot be avoided while maintaining the needed minimum depth of trailer storage. There are 394 linear feet of perennial stream, 0.04 acres of open water pond, 0.20 acres of open water ditch and 4.42 acres of wetland located on the site. Impacts to the 394 linear feet of perennial stream,0.04 acres of open water pond,the remaining 0.155 acres of open water ditch and remaining 4.416 acres of wetlands are being avoided. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The clearing limits will be staked and sediment and erosion control devices will be used. The area of impact will be cleared and grubbed. The open water ditch will be re-located through wetlands.
