In response to the review by NC Division of Water Quality (NCDWQ) 401 Oversight and Express Review
Permitting Unit, URS Corporation — North Carolina (URS) recommends amending the Unnamed
Tributaries to Bald Creek Stream Restoration Project Final Restoration Plan per the attached tables in
response to the second comment. Changes to the Tables are shown in red.
The comment from NCDWQ was as follows:
In the Restoration Plan Wetland 1a is described as a 0.48 -acre pond. The pond is described as
consisting of open water with a fringe of wetland vegetation. Table 1b states that Wetland 1a is to
be enhanced through invasive species removal and supplemental wetland plantings. The acreage is
listed as 0.48 acres. This acreage is also included in the Wetland Enhancement total listed in Table
2 (Project Component summaries).
No wetland mitigation credit can be claimed for open water. This pond is predominantly open
water, as shown in the aerial photograph of the project site (Figure 2). Please revise the wetland
enhancement totals in the plan to exclude the open water portion of the pond identified as Wetland
la.
