Dear Mr. Frederick:
The NC DENR NPDES Waste Water Program received your request on March 6th, 2008 for a
modification to your NPDES waste water permit with the addition of stormwater discharge. You
also requested representative outfall status for outfall SW-1 to be representative of SW-1, SW-2 and
SW-3.
On April 9, 2008 we granted Progress Energy Weatherspoon Plant Representative Outfall Status for
SW-3 to be represented by SW-2 in analytical monitoring. At that time I did not believe that SW-1
was a separate and distinct outfall.
On May 1, 2008, Mike Lawyer at the Fayetteville Regional Office indicated that he believes that SW-1
should not be included in analytical monitoring outfalls because it will not likely discharge.
Additionally he has questioned whether it is in effect a true outfall. Based on this information and
in accordance with 40 CFR 122.21(g)(7) you are authorized to sample outfall number SW-2 as a
Representative Outfall for SW-1, SW-2 and SW-3.
You will note that our permit states that Qualitative monitoring requires a visual inspection of each
stormwater outfall regardless of representative outfall status and shall be performed as specified in
the permit, and during the analytical monitoring event.
