The entire 57 acre parcel contains a 15 -year old loblolly pine plantation. The drainage area to the north (which comprises the majority of the drainage area to the stream crossing) is
primarily open cattle pasture. A USGS blue -line stream bi-sects the property, and an ephemeral channel containing adjacent jurisdictional wetlands intersects the property in the
southwest corner.

4h. Explain the purpose of the proposed project:*
The purpose for the stream/wetland impacts are to provide access to a conservation -based minor subdivision of four, 1.5 -acre lots, while the remaining land in the 57+ acre tract will be
permanently maintained as forestry and agro-forestry operations. The purpose of the overall project is to pilot an alternative land development model that allows for compact/clustered
residential lots while permanently preserving 85%+ of the total land area in regenerative -based agriculture systems (e.g., managed -intensive grazing, agroforestry, diversified forestry,
native perennial cash crops).
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project includes approximately of 2000 If of new roadway (12' -wide gravel, 30' ROW) extending from Siler City -Snow Camp Road to the clustered lot area. Equipment utilized will be
skidders for tree removal within the ROW, backhoe, bulldozer/mini-excavator,a skid -steer, and off-road dump trucks. A small amount of off-site fill will be required to cover the culverts at
both wetland/stream impact areas. At wetland impact #1, one (1) 15" culvert will be installed at grade along the low elevation of the wetland area (including pipe bedding) and covered
with compacted backfill and a 6" gravel road bed. At wetland impact #2/stream impact #1, four (4) 18" HDPE pipes will be installed to convey runoff up to the 50 -yr event (one pipe in the
main channel, and three pipes in the floodplain bench). The inverts for the main channel culvert will match existing channel elevations, while the three floodplain pipes will be installed
approximately 6" below existing elevation with a small, rip rap pool on the upstream end. All four pipes will discharge to a rip rap -armored outlet apron to help dissipate energy from the
concentrated culvert flows. Small boulder walls will be used for slope -armoring around the pipe ends to minimize impact area and help protect two adjacent hardwood trees.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The road layout was sited to reduce environmental impacts through minimized road/ROW widths, extenuated flow paths for peak flow reduction, and
siting as close to the adjacent property (open pasture) to preserve continuity in forested stream conditions as possible. Proposed lots and house
locations were based on the minimum allowable lot areas, setbacks, and road frontages to reduce land clearing and impervious areas. A community
well and drainfield are proposed to minimize tree clearing and the extent of onsite utility impacts. Commercial -scale rainwater harvesting will be utilized
within the "village" area to further manage storm flows. The remainder of the property will be transitioned from loblolly pine to mixed -hardwood
savanna to increase ecological diversity and ecosystem processes.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Foremost, the logging/grading contractor was selected based on competence for environmentally -sensitive construction. Clearing areas will be limited
to the proposed ROW and building locations. Logging debris will be chipped on site and utilized to stabilize the road shoulders, drainage swales, and
remaining disturbed areas immediately upon completion of finished grading operations, in addition to other sediment and erosion control practices
approved as part of the E&SC permit (e.g., straw wattles, silt fence). At the stream crossing, tree protection fencing will be utilized to protect adjacent
specimen trees to the extent practical. The applicant will perform daily site inspections to ensure that construction activities meet the site protection
goals and permit requirements. The applicant will also help with the construction of the stream culverts to ensure successful installation.

This project is one-time impact to install road access to 4 -lot home cluster. Each lot will be 1.5 acres and include one home site each. The remaining
property will be permanently preserved via protective covenants as mixed forestry and agroforestry systems. No further subdivision or permanent road

Dear Mr. Tucker,
Based on information which you provided on the Riparian Buffer Review Application, submitted
on October 4, 2017, staff within the Watershed Protection Division of the Chatham County
Environmental Quality Department completed a Riparian Buffer Review in accordance with
Chatham County Watershed Protection Ordinance Section 304(B) Field Delineations. This
Riparian Buffer Review was completed for the eastern portion of an existing 57.0 -acre tract
currently identified as Parcel# 655 that is located outside of the Jordan Lake watershed.
Summary of Findings
Drew Blake completed the site review on October 11, 2017. No features subject to riparian
buffers were found within the reviewed area; however, one feature is shown on the USGS and
NRCS maps within the remaining portion of the parent tract. This feature is subject to a 50 -ft
buffer (at minimum) in accordance with the 1994 Chatham County Watershed Protection
Ordinance. Should this property be further subdivided in the future additional buffers may
apply. Any impacts to this feature will also require additional consultation with Chatham
County, NC Division of Water Quality, and the US Army Corps of Engineers.
The following documents attached herein are provided for your records. If surface water
features were observed during the site review and were described above, exhibit 2 must be
provided to the surveyor on record and all features and required buffers described above must be
indicated on the property survey which should be provided to Ms. Kim Tyson (Land Use
Administrator) for review.
This on-site determination shall expire five (5) years from the date of this letter. Landowners or
affected parties that dispute a determination made by Chatham County, on parcels outside of the
Jordan Lake watershed, may submit a request for appeal in writing to the Watershed Review
Board. A request for a determination by the Watershed Review Board shall be made in
accordance with Section 304 of the Chatham County Watershed Protection Ordinance.
Landowners or affected parties that dispute a determination made by Chatham County, on
parcels inside the Jordan Lake watershed, shall submit a request for appeal in writing to NC
