Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site consists of the Lake Benson dam and its associated infrastructure. The limit of disturbance in Zones 1 and 2 of the Neuse River buffer consists of maintained herbaceous vegetation (lawn -type grass and weeds) associated with the Lake Benson Dam. The limit of disturbance within Zones 1 and 2 of the Neuse River buffer does not contain any woody vegetation (trees or shrubs). The project vicinity mainly consists of residential developments; undeveloped, wooded land; and farmland. 3b. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. * The project provides upgrades, repairs, and modifications to existing structures and infrastructure. The limits of disturbance were reduced to the extent feasible to minimize the footprint of the area of disturbance and to avoid the cutting of any shrubs or trees within Zone 1 and Zone 2 of the Neuse River buffer.. Access to the dam will be via a maintained corridor on an adjacent parcel such that the forested area within and outside of the Swift Creek buffer zones immediately downstream of the dam will not be impacted. Access to the dam from the adjacent parcel will be via an existing maintained corridor; however, the existing corridor is narrow and will require widening. The area of disturbance within the buffer has been reduced to the extent feasible for the project to successfully meet its proposed purpose of enhancing the dam's resilience to storm overtopping thereby reducing risk to public safety. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The post -construction condition of the buffer areas within the area of disturbance will be similar to the existing condition in terms of stormwater flows through the buffer area and into Lake Benson and Swift Creek.
