The North Carolina Division of Water Resources conducted an inspection of the Town of Waynesville
Class A Distribution Program on 6/17/2019. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non-discharge Permit No.
WQ0013116. Please carefully review any comments listed within the Inspection Report Summary.
There were no significant issues noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer with the Asheville Regional Office conducted a review of the Town of Waynesville's 2018 Annual Residuals
Report for Permit No. WQ0013116 on June 19, 2019.
Quarterly monitoring was required based on dry tons distributed (456 dry tons). Quarterly samples were analyzed for metals,
nutrients, pathogen reduction & VAR requirements.
Pathogen & Vector Attraction Reduction: All data is present. Submitted time, temperature and pH data appear to be in
compliance with PFRP (pasteurization) and VAR (Alk. Stabilization) requirements for distribution.
Non-hazardous waste characterization: Residuals sampled for TCLP, corrosively, reactivity and ignitibility appear to be
non-hazardous based on the requirements set forth in 40 CFR 261.
Corrosivity: Please verify the correct pH methodology is utilized, based on the samples percent moisture, when analyzed by
an outside laboratory.
Hauling Records: Recommend indicating what a "bucket" is equal to on the hauling form if not already being done so.
SAR Calculation: Submitted SAR results were reviewed. Please verify the correct units are used when the SAR is
calculated. Accurate SAR data is needed and required to determine whether residuals can be distributed.
