Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Brevard Collection
System on 6/13/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00084.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report".
There were no significant non -compliant issues or findings noted during the inspection and therefore,
a response to this inspection report is not required.
The following items were noted:
Brevard has both the authority and responsibility to enforce the Sewer Use Ordinance against
problem users to maintain the collection system.
During a previous meeting, the Sapphire Manner collection system upgrade project was discussed. A
status update to this project is requested by ARO.

Inspection Summary:
Tim Heim of the Asheville Regional Office performed a routine Compliance Evaluation Inspection of the collection system on
June 13, 2019. David Lutz, Nathaniel Littleton, Letha Cox and June Stewart assisted with the records review and inspection.
Records were meticulously organized and maintained, and the collections system appeared compliant at the time of the
inspection.
The following items were noted:
The collection system continues to experience significant I&I during rain events, however much progress has been made
with recent infrastructure improvements and the Utility Director reports that considerable additional progress is anticipated
as they pursue the findings of the CDM Flow Study.
The previous thermal/infrared aerial study was very productive in helping identify I&I defects, the city is considering
conducting a follow up study.
Brevard has both the authority and responsibility to enforce the Sewer Use Ordinance against problem users to maintain the
collection system.
During a previous meeting, the Sapphire Manner collection system upgrade project was discussed. A status update to this
project is requested by ARO.
