PROJECT SUMMARY: The Town of Holden Beach is applying for authorization to install additional vacuum sewer collection lines on the central and western portions of the island of Holden Beach. TOWN OF HOLDEN BEACH VACUUM SEWER SERVICE AREAS 2, 3, & 4 . Page 2 9. PROJECT DESCRIPTION The proposed project area is within the Town of Holden Beach. Holden Beach is a barrier island located in Brunswick County near the town of Supply. It is bordered on the east by Lockwoods Folly Inlet, on the west by Shallotte Inlet, on the north by the Atlantic Intracoastal Waterway, an on the south by the Atlantic Ocean. The island is heavily developed with mostly residential structures. This proposed project consists of the installation of additional sewer collection lines within the Town of Holden Beach. The Town of Holden Beach has divided the sewer project into four sections. Service Area 1 has been authorized under CAMA Major Permit 62-02 and consists of the east end of the island from High Point Street to Serenity Lane in the Dune Scape subdivision. Heading westward, Service Area 2 represents the east central portion of the island from Lumberton Street west to a point west of Sand Dollar Drive. Service Area 3 represents the west central portion of the island extending from west of Sand Dollar Drive to a point west of Sailfish Drive. Service Area 4 represents the westernmost portion of the island from a point west of Sailfish Drive to the end of West Ocean Boulevard. At this time there is no treatment plant to connect these lines to. However, Brunswick County is currently working on plans for collection lines and a treatment plant on the mainland. Once Holden Beaches sewer collection system is in place it would be capped off and unused until it can be connected with the proposed countywide wastewater treatment system. This proposed municipal collection system would replace the existing septic tank/drain field systems. Neither the Holden Beach pump stations nor the crossing of the Atlantic Intracoastal Waterway are included in this permit application. The waters of the Atlantic Ocean are classified as SB; the waters of the Atlantic Intracoastal Waterway are classified as SA by the Division of Water Quality. The waters surrounding Holden Beach are open to the taking of shellfish. There are no Primary Nursery Areas directly adjacent to Holden Beach. PROPOSED PROJECT The Town of Holden Beach proposes to install additional vacuum sewer system collection lines to serve the central and western portions of the island. The proposed collection lines would be located in the right-of- ways of the existing State-maintained road (Ocean Boulevard) or local roads. Theses areas are typically paved, grassed, or gravel covered. The locations for each section are shown on 3 sheets per section, which depict the sewer line layout from east to west. The sheets also show the first line of stable, natural vegetation on the oceanfront as established by the Division after Hurricane Floyd in October of 1999. The proposed sewer project lies within the Estuarine Shoreline Area of Environmental Concern, the Ocean Erodible Area of Environmental Concern, and the High Hazard Floor Area of Environmental Concern. The Estuarine Shoreline Area of Environmental Concern is a non-oceanfront shoreline extending from mean high water 75' landward. The Ocean Erodible Area is the area in which there exists a substantial possibility of excessive erosion and significant shoreline fluctuation. The, Ocean Erodible Area extends 450' from the vegetation line, encompassing much of the project area. The proposed collection lines meet the large structure setback from the first line of stable natural vegetation. The setback is 120'. Section 4 of this project stops just shy of the Inlet Hazard Area for Shallotte Inlet. The High Hazard Flood Area of Environmental Concern is the area in which there is a 100-year flood hazard with velocity hazard from wave action (V zones). Several areas within this project are in high hazard flood areas. The typical details of the proposed sewer line can be found on sheet C-29 through C-34 of the plans. The gravity sewer pipes would be made of PVC and range in size from 3 inches to 10 inches in diameter. The trenches would range in width from 18" to a maximum of the pipe diameter plus 24". The estimated land disturbance of 21.84 acres has been calculated using a 10' wide disturbed area for the length of the lines. Stub-outs to individual property lines are included in this application. Lateral lines through private lots to each individual home are not included in this application. TOWN OF HOLDEN BEACH VACUUM SEWER Page 3 IO.ANTICIPATED IMPACTS A total of 21.84 acres of high ground would be disturbed as a result of this project. No wetlands or waters would be impacted. Temporary sedimentation and erosion control measures would be necessary to control runoff during the construction and stabilization period. The areas that would be disturbed were previously disturbed when the roads were constructed. Sewer lines would not result in additional impervious surfaces. Some private lots that are now unsuitable for on-site septic systems could become suitable for building once the sewer system is operational. Construction of larger residential and commercial structures would be more feasible with a municipal sewer system. Pumpout and proper closure of the existing septic tanks and lines should result in decreased potential for future impacts to ground water and surface waters. INTRODUCTION 1.1 Background The Town of Holden Beach (Town) is located on a barrier island along the southeastern coast of North Carolina (the Town limits are essentially the island proper), in Brunswick County (See location map, Appendix A). The County is currently developing a plan for a County-wide wastewater collection system. This system will include the Town. Currently, construction is proposed for wastewater treatment plants near the Town of Supply which will service the Town of Holden Beach. The proposed vacuum sewer system project consists of a collection system within the Town limits only. The County is working on the design and permitting of the wastewater treatment plant (and related issues), along with the collection system to the Town Limits. The collection system will consist of collection lines and pump stations that will collect and transport wastewater from existing and future development to the mainland side of the Intracoastal Waterway. At this point, the wastewater will enter the County collection system. The proposed collection system within the Town limits will be a vacuum system. The Holden Beach Vacuum Sewer System is made up of four service areas. Each service area represents approximately one quarter of the island. Service Area 1 (SA-1) represents the eastern portion of the island from the eastern tip to Highpoint Street. SA-2 represents the east-central portion of the island from Lumberton Street west to a point west of Sand Dollar Drive. SA-3 represents the west-central portion of the island, west of Sand Dollar Drive to a point west of Sailfish Drive. SA-4 represents the westernportion?of the island from the end of SA-3 to the end of W. Ocean Boulevard. (Sewer Layout Map, Appendix C) This permit application is for Service Areas 2-4 of the collection system. Neither the pump stations, nor the crossing of the Intracoastal Waterway are included in this application. These items will be designed after the County has finalized plans for the location of the treatment plants and collection lines to the Town limits. 1.2 Intent of CAMA Major Development Permit Application The intent of the CAMA Major Development Permit Application is to provide the permitting authorities with all the materials required to reach a decision so that the proposed project may proceed. The permitting authorities include the Division of Coastal Management, the Army Corps of Engineers, the Division of Land Resources, and the Division of Water Quality. This application will show that the proposed project complies with the Town of Holden Beach Land Use Plan, and meets the statutory and regulatory requireme t o or Development Permit. i sua ??? ? t 2003 F ? HOLDEN BEACH VACUUM SEWER SYTEM pIVISlON COASTAL MA %-,) SENT CAMA MAJOR DEVELOPMENT PERMIT 1.3 Purpose of the Proposed Vacuum Sewer System The purpose of the proposed vacuum sewer system is to provide a collection system to connect with the proposed County-wide wastewater treatment system to replace the on-site conventional septic tank wastewater disposal systems in the Town. The combination of the Town's proposed collection system and the County-wide wastewater treatment system would improve water quality within and surrounding the Town. The Town is currently served by on-site conventional septic tank wastewater disposal systems. The majority of soil types on the island have severe limitations for septic tank absorption fields, primarily due to flooding, wetness, and/or poor filtration characteristics. Often these septic systems fail due to overuse or lack of maintenance. These failures adversely impact the water quality in and surrounding the Town. DESCRIPTION OF AREA 2.1 Existing Features Holden Beach is a barrier island located in the tidewater region of the southeastern coastal plain physiographic province. The topography is characterized as flat plain land with ditches and swales. The majority of the island is residential, with some commercial areas and conservation areas. There are no industries on the island. Existing features are visible on the Lockwoods Folly, Holden Beach, and Shallotte USGS 7.5' quadrangle maps (Appendix A). 2.2 Existing Wastewater Treatment Facilities 2.2.1 On-Site Septic Systems The developed parcels within the Town of Holden Beach are served by on-site septic tank wastewater disposal systems. Soil types in the area have severe limitations for use as septic tank absorption fields. Often these systems are overused and/or fail due to lack of maintenance. 2.2.2 Package Plants Package plants are not permitted in Holden Beach. 2.3 Existing Drinking Water Supply Sources The Town of Holden Beach obtains all of its potable water from the Brunswick County Water System. The Brunswick County Water; Supply is a combination of treated surface and groundwater. In 1974 a water treatment plant served by a well field was established approximately 2 miles west of the Southport-Oak Island area on NC 211. The groundwater plant was upgraded in 1980 to provide the distribution system with 6 million gallons of water per day. In the early 1980's, a project with the lower Cape Fear Water and Sewer Authority resulted in the principal source of water coming from the Cape Fear River. The intake is located in Bladen County and is pumped through a 48" water main through Columbus County into Brunswick County. The water main connects to a 24 million gallon per day water treatment plant at Hoods Creek. 2.4 Description of Location and Type of Discharges to Waters of the State There are no NPDES permitted facilities in the Town of Holden Beach. The only discharges to Waters of the State would come from stormwater runoff. CAMA MAJOR DEVELOPMENT PERMIT FICRHVE5? LAND CHARACTERISTICS 3.1 Soil Types The soil association present in the Town of Holden Beach is the Bohicket-Newhan-Lafitte. This soil association consists of soils that are level, very poorly drained, and have a clayey subsoil or are mucky throughout and gently sloping to steep, excessively drained soils that are sandy throughout. These soils are typically influenced by oceanic conditions. The soil types present in the area of the proposed project include Carteret loamy fine sand, Duckston fine sand, Newhan fine sand (2 to 30 percent slope), and Newhan fine sand, dredged (2 to 30 percent slope). The Soils Maps associated with the project area are located in Appendix C. 3.2 Land Cover Land cover in the Town of Holden Beach, and in the proposed project area is predominately High or Low Intensity Development. Within the roadway right-of-way, where the construction would be taking place, the land cover is primarily gravel/marl, sand, or grass. COMPLIANCE WITH LAND USE PLAN The Land Use Plan for Holden Beach regulates activities in Areas of Environmental Concern (AEC), community resources, and present and future phases of growth and development. This section briefly describes the portions of the Land Use Plan that are relevant to the proposed project. The proposed collection lines and the County-wide sewer system are encouraged in the Holden Beach Land Use Plan as a means to eliminate pollution from malfunctioning or inadequate septic systems. Existing Land Use Maps and Land Classification Maps from the Land Use Plan are located in Appendix C. 4.1 Areas of Environmental Concern (AECs) A map illustrating the AECs in Holden Beach is located in Appendix C. This map was taken from the Holden Beach Land Use Plan. AECs within the Town of Holden Beach include estuarine areas (coastal wetlands, estuarine waters and shorelines, and public trust waters) and ocean hazard areas (ocean erodible areas, high hazard flood areas, and inlet hazards). Coastal wetlands, which include salt or other marsh subject to regular or occasional flooding by tides, including wind tides, exist along much of the northern boundary of Holden Beach. Estuarine waters, identified as the boundaries between inland and coastal fishing waters, exist along the northern edge of Holden Beach. Estuarine shorelines, which are the non-ocean shorelines that are especially vulnerable to erosion, flooding, or other adverse effects of wind and water and are intimately connected to the estuary, are also located along the northern edge of Holden Beach. Public Trust areas in Holden Beach include the Atlantic Ocean, Intracoastal Waterway and adjacent navigational canals. Development at low densities; consistent with the Town's Zoning Ordinance and Subdivision Regulations is permittbd in estuarine shoreline areas, provided all State and Federal permits are obtained. The proposed construction work will be within designated AECs on the island; however, no wetlands or sensitive waters will be impacted during the construction of the sewer line work. Ocean hazard areas are composed of those AECs that are considered natural hazard areas along the Atlantic Ocean shoreline and include the beaches, frontal dunes, inlet lands, and other areas with a substantial possibility of excessive erosion or flood damage. In Holden Beach these areas include the eroding beach and waterway shoreline, and two dynamic inlets at the east end (Lockwoods Folly) and the -west end (Shallotte). Canal areas along the waterway are also eroding. A significant portion of the island is included in the high hazard flood area (V-zone), which is a 100-year flood hazard area with velocity hazard from wave action. The Town of. , Holden Beach has established "setback" requirements to limit the location of structures inside ocean hazard areas. Limited development is allowed in these areas with restrictions as outlined in applicable codes, ordinances, and regulations. For Service Areas 2-4 the setback is 120 from the vegetation line. 4.2 Other Natural Fragile Areas 4.2.1 Complex Natural Areas There are no known complex natural areas on Holden Beach. 4.2.2 Areas Containing Unique Geologic Formations There are no known unique coastal geologic formations on Holden Beach. 4.2.3 Scenic and Prominent High Points There are three scenic points on the northern side of Ocean Boulevard with views of extensive marsh areas. The proposed project would not affect these views. There are no known designated prominent high points on Holden Beach. 4.2.4 Historic and Archeological Sites There are no known historic or archeological sites on Holden Beach. 4.2.5 Areas Identified through DENR's Natural Heritage Program No natural heritage areas have been identified on Holden Beach. 4.3 Wetlands The 1997 Holden Beach Land Use Plan indicates that according to the National Wetlands Inventory (NWI) maps, there are four types of wetlands present on Holden Beach: Estuarine Emergent Wetlands, Estuarine Woody Wetlands, Freshwater Emergent Wetlands, and Freshwater Woody Wetlands. The proposed project does not impact any of these wetland areas. There are no Section 404 wetlands located within the proposed project limits. Maps depicting the NWI wetlands associated with the project area are located in Appendix C. (Fl OCT 3 12-.3 D DIVISION OF COASTAL MANAGEMENT HOLDEN BEACH VACUUM SEWER SYTEM 4-2 CAMA MAJOR DEVELOPMENT PERMIT 5. PROPOSED DEVELOPMENT Work Plan drawings for Service Areas 2-4 of the proposed vacuum sewer system are included in Appendix B of this application. The Holden Beach Vacuum Sewer System is divided into four service areas. Each one servicing approximately one quarter of the island. Service Area 1 (SA-1) covers the eastern portion of the island from the eastern tip to Highpoint Street. A CAMA Permit (Permit No. 6-02) was issued for SA-1 on January 31, 2002. SA-2 services the east-central portion of the island. It will abut SA-1 and extend to a point west of Sand Dollar Drive. SA-3 services the west-central portion of the island. It will abut SA-2 and extend to a point west of Sailfish Drive. SA-4 services the western portion of the island. It will abut SA-3 and extend to the end of W. Ocean Boulevard. (Sewer Layout Map, Appendix C) Several sections of the proposed project are located within AECs. These areas are primarily located along Ocean Boulevard. As stated previously, there will be no impact on coastal or 404 wetlands. This CAMA Major permit application is for Service Areas 2-4. OTHER APPLICATION ISSUES 6.1 Pipeline Rights-of-Way The sewer collection lines will be installed within roadway rights-of-way. Ocean Boulevard is a state-owned road (NCDOT), while the remaining roads next to which the sewer lines will be located, are all Town roads. A typical utility installation in the NCDOT Right-of-Way requires NCDOT approval before construction may begin. Approval of an encroachment agreement requires sealed construction drawings and;a signed encroachment agreement. The DCM office in Raleigh concurred that the CAMA Major Development Permit approval may be conditional upon approval of NCDOT Right-of-Way encroachment agreements. 6.2 Erosion and Sediment Control Plan An Erosion and Sediment Control Plan will be submitted at least 30 days prior to construction. The DCM office in Raleigh indicated that the CAMA Major Development Permit approval may be conditional upon approval of the Erosion and Sediment Control Plan by Land Quality. 6.3 Stormwater Management Plan A copy of the Vacuum Sewer System plans and a letter requesting an exemption from the State Stormwater Permit was submitted on August 27, 2003. There is no built-upon area for the proposed project, therefore it is anticipated that an exemption letter will be issued from the Division of Water Quality State Stormwater;Group. 6.4 Previous State or Federal Permits At the time of this application the following state of federal permits have been submitted for: the Service Area 1 portion of this project: Submitted: Non-Discharge Permit (Application No. WQ0022966) Submitted and Approved: CAMA Major Permit (Permit No. 6-02) EXEMPTION from Stormwater Management Permit Regulations (Stormwater Project No. SW8 010814) Erosion and Sedimentation Control Plan (Project No. BR-03268) - NCDOT Right of Way Encroachment Agreement (BE-529) F2 [D"E H V D 3 1 ZriV3, OCT DIVISION OF HOLDEN BEACH VACUUM SEWER SYTEM COASTAL MA 6 1?;?EPrIENT CAMA MAJOR DEVELOPMENT PERMIT 6.5 Compliance with the N.C. Environmental Policy Act Based upon conversations with Mr. Doug Huggett of the Division of Coastal Management (DCM), DCM would not require an Environmental Assessment (EA) or Environmental Impact Statement (EIS) for this project. Mr. Huggett did indicate that it was possible that one of the other reviewing agencies may request that an EA or EIS be completed prior to issuing the CAMA Major Development Permit. Additionally, according to N.C.G.S. 113A-12, "No environmental document shall be required in connection with: (1) The construction, maintenance, or removal of an electric power line, water line, sewage line, stormwater drainage line, telephone line, telegraph line, cable television line, data transmission line, or natural gas line within or across the right-of-way of any street or highway." CONCLUSIONS A summary of the proposed development activities is as follows: • This permit application is for Service Areas 2-4 of the Holden Beach vacuum sewer system. • This project consists of installation of vacuum sewer collection line's only. Neither the pump stations, nor the crossing of the IntraCoastal Waterway are included in this proposed project. • The following permit applications and agreements for all proposed work will be submitted as indicated: NCDOT Right of Way Encroachment Agreement for Primary and Secondary Roads with the NCDOT. Non-Discharge Permit with the NCDENR Division of Water Quality Request for Exemption from Stormwater Management Permit Regulations with the NCDENR Division of Water Quality. (It is anticipated that an exemption letter will be issued from the DWQ since there will be no impervious surfaces associated with this project.) CONSTRUCTION AND OPERATION 8.1 Methods of Construction The Construction Documents (e.g. plans and specifications) clearly address specific day to day construction activities that the contractor will be required to follow as part of the Construction Contract. The specification sections that specifically address construction methods are: Completion, Cleanup and Guarantee (Section 1700), Trenching, Backfilling & Compaction (Section 2220), Seeding (Section 2485), and Paving and Surfacing (Section 2500). (See Appendix G). Pipe boring and/or jacking will be conducted to install pipe beneath Ocean Boulevard. This technique will be used at road crossings and to provide sewer line access to homes on the opposite side of the street from the main sewer line. Specific Erosion and Sediment Control measures are shown on the plans (Final Design - Not Released for Construction). (See Appendix B - plan sheet C-34) 8.2 Daily Operations The Holden Beach Vacuum Sewer System will eventually connect with the County-wide sewer system that is currently being designed. The Holden Beach system will consist of vacuum collection lines, pump stations, manholes, and taps to individual properties. The pump stations are not being constructed at this time. Until the time that the County-wide system is ready for connections, the Holden Beach collection lines will be capped off and unused. Once the connections are made to the County-wide system, the wastewater from Holden Beach will be pumped via the vacuum system to the County'ss ;collection system. From this point the wastewater will be distributed via the County's collection system to the regional wastewater treatment plant. At this time, the design of the wastewater treatment plant is not complete, therefore information regarding treatment processes and disposal of the treated effluent is unknown.
