PROJECT SUMMARY: The applicant is proposing to develop the three parcel tract (3.77 acres) by construe three independent condominium buildings with associated parking, driveways, a swimming pool, concrete and wooden walkway, utilities and a detached building which will contain restrooms. The applicant is also proposii relocate the existing swimming pool approximately 100 feet south of its current location. 9. PROJECT DESCRIPTION Land Management Group, Inc., on behalf of Saint Joseph Partners, LLC, has requested that the attached application be processed under the Express Permit Review Pilot Program. The physical address of the project site is 600, 700 and 710 St. Joseph's Street, adjacent to the Carolina Beach Yacht Basin, in Carolina Beach, New Hanover Co. To find the property, take S. College road (Highway 421) f. Wilmington to Carolina Beach (approximately 15 miles). Cross Snow's Cut bridge and continue to travel soutt along Highway 421. Turn left onto Saint Joseph's street (located approximately 2.5 miles from Snow's Cut bri, and the property will be located on the left at the corner of Saint Joseph's street and highway 421 (Lake Park Blvd). The N.C. Dept. of Transportation is the adjacent property owner to the south and Larry and Sona Powel the property owners to the north. The 3.77 acre parcel consists of three individual tracts that lie between St. Joseph Street and the Carolina Beac] Yacht Basin. Two of the tracts (tracts 2 and 3) contain two (2) abandoned single- family residences, with detac: buildings and associated driveways. The other tract (tract 1) contains two condominium units (know as Inland Harbour Condominiums), two (2) covered gazebos (currently located within the 30' buffer), parking area and swimming pool. Tract 1 also contains a boat basin and marina, which provides water access and docking facilit for the residents of Inland Harbour. A total of thirty (30) slips are located within the marina basin. A bulkhead exists along the entire stretch of shoreline along tract 1 and 3, while tracts 2 remains natural, with no artificial shoreline stabilization. Existing water and sewer is provided by the Town of Carolina Beach. The three tracts have a combined total of approximately 840 linear feet of shoreline along the Carolina Beach Yacht Basin. Vegetation associated with the high ground portion of tracts 2 and 3, consists primarily of Southe Wax Myrtles, Red Cedars, Live Oaks and Yaupon. Vegetation on tract 1 is limited to landscaping, lawn grasses and ornamental shrubs. The high ground vegetation along tract 2 is bordered by transitional species including S Oxeye (Borrichia rutescens) and Grounsel-bush (Baccharus halimifolia). High coastal marsh vegetation, including, Black Needle Rush (Juncus roemarianus), Spike Grass (Distichlis spicata), Sea Lavender (Lirnoniui spp.), and Salt Meadow Grass (Spartina patens ) complete the transition to the waters edge where Smooth Cordgrass Marsh (Spartina alterniflora) is the predominant species. Tract 3 is bulkheaded and maintains a nar strip of Smooth Cordgrass (Spartina alteriora) on the waterward side of the bulkhead. The property averages approximately 5 feet above Normal High Water (NHW). The waters of the Carolina Beach Yacht Basin that are adjacent to the project site, are classified as SB by the N Carolina Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT The applicant is proposing to develop the three parcel tract (3.77 acres) by constructing three independent condominium buildings with associated parking, driveways, a swimming pool, concrete and wooden walkway, utilities and a detached building which will contain restrooms. The applicant is also proposing to relocate the existing swimming pool approximately 100 feet south of its current location. Mr. Hurst Page Three The new condominium complex would include a total of thirty-four (34) units and would average nine (9) units per acre. Condominium/building unit 1 would be located on the northern side of the property and would run perpendicular to St. Joseph's street. Building 1 would split tracts 2 and 3. Condominium unit 2 and the swimming pool, would run parallel to St. Joseph's street and would transect tracts 1 and 2, while building 3 would be located on tract 1, also running perpendicular to St. Joseph's street. The relocated pool would be constructed along the southern section of tract 1. The parking areas for the condominium complexes would be located around the north and south side of buildings 1 and 3 and to the west of building 2. There would be additional parking for the residents to the north and west of the relocated swimming pool. Three (3) entrances would be installed on the tracts to provide access in and out of the establishment. One of the drives would be located on tract 3, and the other two drives would be located on tracts 1. The two (2) swimming pool facilities would have in ground pools , concrete decking around the pools and two (2) small building that would provide restroom service for the residents. A section of buildings 1 and 3 would be located within the 75' Estuarine Shoreline, Area of Environmental Concern (AEC), while building 2 would be located outside of the AEC. Additionally, sections of the pools, as well as the parking areas, would be located within the AEC. According to the application and site drawings, none of the proposed impervious areas would encroach into the 30' buffer. However, the applicant has proposed the construction of an elevated wooden walkway, 6' in width, along the waterward edge of the property, within the 30' buffer. Additionally, a wooden handicap ramp would be constructed within the buffer between the relocated swimming pool and the boat basin. The width of the handicap ramp would be 6'. 10. ANTICIPATED IMPACTS The initial grading of the property would result in the disturbance of approximately 3.6 acres of high ground. The proposed condominiums, pools, pool houses, decking, walkways, parking areas and drives would result in the creation of approximately 96,384 square feet of impervious surface. Total impervious surface coverage within the 75' Estuarine Shoreline AEC would be 29.0%. The applicant has applied for a State Stormwater Permit with the Division of Water Quality (Permit No.SW8031217) and for a.,Sedimentation and Erosion Control Plan with the Division f Land Quality (NewHa 2004-165). DIVISION: 10?E'`??`T COASTAL Nt ,N., Revised 03/95 CAMA Major Application Carolina Bay Condominiums, St. Joseph Street Partners LLC Town of Carolina Beach, New Hanover County Site Overview: The proposed development is located at 600-701 St. Joseph Street, Carolina Beach, NC. The subject property consists of three adjacent parcels which cumulatively total 3.77-acres. The property fronts St. Joseph Street and the rear abuts Myrtle Grove Sound. In this area, waters of Myrtle Grove Sound are classified by the NC Division of Water Quality as SB. This classification indicates the waters are not suitable for the harvest of shellfish for human consumption. No primary or secondary nursery areas exist. Local zoning for the property is MB-1 (marina business). Existing Conditions: The southern most of the three tracts is currently maintained in a mowed condition with areas of dirt drive. A bulkhead exists along the shoreline, and an upland basin marina is located on the property. The marina contains twenty eight permanent slips and roughly five slips in the form of temporary side-to dockage. These slips are currently leased to the public. Two covered gazebos are located next to the marina. Wooden decking runs between the gazebos and around the bulkhead of the marina basin. The middle tract is currently developed as a single-family residence, although the house has been abandoned and the yard is heavily overgrown. The home, driveway, sidewalk, pool, shed, and portions of a pier/dock remain on the property. This tract has no shoreline stabilization. The northern most tract is also developed as a single- family residence with a grassed yard. A home, driveway, several sheds, floating dock, mooring pilings, and bulkhead currently exist on the property. Requested Development: The applicant regpests to (1) develop three condominium buildings with associated parking (2) construct a pool to serve the condominiums and re- located an existing pool (3) construct parking for the existing marina and (4) construct a building to contain restrooms for the existing marina. It is noted that the existing pool is currently owned by the adjacent Inland Harbour condominiums. A real estate exchange agreement between St. Joseph Partners, LLC and the Inland Harbour homeowners association will allow for re-location of Inland Harbour's existing pool and utilization of the former pool area for marina parking. Additional Permits: A Stormwater Management permit application will be submitted to the NC Division of Water Quality for review concurrent with the CAMA application.
