Anthony,
Attached is a Year Two Monitoring Report for the Lot 287 Boat Ramp Zone I and II Restoration. The
restored areas look really good and stable through year two. We lost one woody stem, but planted
in excess, so we still meet the stems per acre requirement.
Please let me know if you need anything in addition to the attached items (and whether or not you
would like an original copy).
Thanks,
Warren D. Eadus, P.G.

This letter is intended to serve as a Monitoring Plan Report for the shoreline, buffer and coastal
wetlands restoration work at the above referenced location within the Mill Creek Subdivision.
Restoration was required to remedy the unauthorized installation of bulkhead wing walls and
associated backfill and grading that occurred within delineated wetlands and DWR Nutrient
Sensitive Buffers.
On June 11, 2019, environmental scientists from Quible & Associates, P.C. visited the Site and
inspected the restored areas. The attached Documentation includes photographs of the review
area.
Based on the observations made on June 11, 2019, stable natural ground cover is healthy and
established in Zone 1 (riparian buffer seed mix) along with three of the four planted native
woody species (native woody vegetation at a rate of 260 trees per acre-surviving—only two
woody species need to survive.to meet density requirements). One of the wax myrtles.planted
on the north side of Zone 1 did not survive into Year Two.
It appears that all S. cynosuroides that were planted last year have rooted, are green, and are
dominating the shoreline along with a healthy stand of Schoenoplectus robustus.
Native ground cover and sufficient density of woody tree species have all survived the initial
planting. There were no invasive species noticed within the restored area or immediately
adjacent areas. Native woody species are beginning to volunteer (various oaks) along the
northern edge in Zone I. Quible did speak with staff at Arlington Place/Mill Creek again about
maintenance and allowing the grasses, herbs and flowers to remain undisturbed in Zone 1 and
based on the observations made in Year Two, Zone I is undisturbed.
A follow up visit will be made in late May of 2020 for the final year of required monitoring.
There are no recommendations for additional planting of any woody tree species or ground
cover for year two.

Quible Project #: P05119
Project Name: Lot 287 Shoreline (Buffer and Coastal Wetlands)
Restoration
Location: Mill Creek Subdivision, Pamlico County, North Carolina
Comments:
Quible performed the required annual (year Two) inspection of the Lot 287 Shoreline
Restoration effort on June 11, 2019. The following pictures and observations are noted.
Native Schoeneplectus well established in area where
bulkhead was removed and re -graded adjacent to "L"
Dock. Planted Spartina cynosuroides healthy (foreground)
and establishing. 211 plugs of S. cynosuroides were
planted along the shoreline. There was no mortality
observed in year two monitoring—all plants have survived,
and plant density exceeds expectations with influx of
native emergent species.
2. Restored shoreline (west side of ramp). Planted S.
cynosuroides surviving with no mortality observed.
Some native emergent Schoenoplectus robustus
established. Riparian buffer mix seeds sprouted
and thriving. Water level approximately eight
inches to one foot above normal (north winds).
3. Wax myrtle established on west side of
ramp. Native Riparian and Pollinator mix
seeds have taken root and ground cover is
established.
4. View of restored shoreline (left side is east of ramp; right side and above is west of
ramp).
