9. PROJECT DESCRIPTION:
The project site is located at 2103 N. Lumina Ave., adjacent to Lollipop Bay and Middle Sound. The
project is located at the far northern end of the "Lollipop" (locally known name), which is a man made
tributary off of the Atlantic Intracoastal Waterway, that extends in an easterly direction through the
marsh of Middle Sound towards the island of Wrightsville Beach. The site is located in the-Wrightsville
Beach township in New Hanover County. The lot is approximately 1/2 acre with 98.5' of shoreline
frontage. The lot averages T-T feet above mean sea level (MSL) and the shoreline is stabilized by a
bulkhead. The applicant maintains a single-family residence on property and vegetation consists of lawn
grasses and landscape shrubs.
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high
ground portion of the project area as Developed. The waters of Lollipop Bay are classified as SA by the
Division of Water Quality and are designated as a Primary Nursery Area by the N.C. Division of Marine
Fisheries. They are CLOSED to the harvest of shellfish.
10. PROPOSED PROJECT
The applicant proposes to construct a 6x 49' private pier that attaches to a 15'x 15' covered gazebo.
From the terminal end of the gazebo, the applicant proposes to construct two (2) floating docks, one
being oriented in the same alignment as the pier and the other extending towards the south, parallel to
the shoreline. The dimensions of the floating docks are 6x 24' and 6'x 28' respectively. In addition to
the floating docks, the applicant is proposing the construction of two (2) boatlifts. One of the boatlifts
(14'x 16) would be located in the northern side of the 6'x 24' floating dock and the other boatlift (14'x
14') would be located on the landward side of the 6'x 28r floating dock. The applicant is also proposing
to install three tie/mooring pilings just north of the 14' x 16' boatlift. The construction of the floating
docks and boatlifts would provide dockage/storage space for up to four (4) vessels. The proposed
structures would be located approximately 18 feet from the eastern most riparian corridor of Mr. Wayne
Stamey and approximately 30 feet from the western most corridor bordering the Fred Matt property. The
proposed floating docks and boatlifts would be located within the established pier head alignment for the
Town of Wrightsville Beach. Water depths at the end of the proposed structure would average -6' at
Normal Low Water (NLW).
11. ANTICIPATED IMPACTS
The proposed pier, gazebo, floating docks and boatlifts would incorporate 831 square feet of partially
covered estuarine and public trust area. Minor increases in turbidity should be expected during
construction, however, no significant adverse impacts are expected.
