Project Description:
• Length: Conversion of the US 17 / Hickman Road NW Intersection to a Reduced Conflict
Intersection (Project Length = 0.73 mile).
• Termini (US Hwy/ SR): The study area extends from 2,400 feet south of Hickman Road
NW to 2,000 feet north of Hickman Road NW.
• MPO / RPO: Cape Fear RPO

• General Description of Project: US 17 at SR 1303 (Hickman Road NW)
Conversion of the US 17 / Hickman Road NW Intersection to a Reduced Conflict Intersection
including the following safety improvements: channelization of the Hickman Road NW
Intersection, signalization of the median crossover, and removal of the left turn from Hickman
Road NW onto northbound US 17; adding U-turn movements with signalized median
crossovers at 1,600 feet south of Hickman Road NW; and adding a signalized left turn
crossover onto S. Middleton Drive NW into Brunswick Plantation & Golf Resort.
Design Data (Existing Conditions):
• Functional Classification: US 17 is a "other principal arterial." Hickman Road NW is a
"major collector."
• Strategic Transportation Corridor (STC): US 17 is identified as Corridor O.
• Brunswick County CTP Designation (Facility Type): US 17 is an "expressway that needs
improvement."
• Type of Access Control: Partial
• Typical Section: US 17 is a four-lane divided facility with 12-foot lanes and a grassed
median.
• Right of Way: The US 17 right of way varies from 230 feet to 330 feet in the vicinity of
this project.
• Posted Speed: US 17 is posted at 55 mph.
• Structure Inventory (bridges, RCBC, Walls, etc.): None.
There are no structures in the project study area.

superstreet improvements at the intersection of US 17 and Thomasboro Road/Pea

Intersection to Superstreet. This project is located approximately 4 miles northeast

of the US 17/Hickman Road NW Intersection. R/W in SFY 2023; LET in SFY 2025.
o R-5857: US 17 at US 17 Business South of Shallotte and US 17 Business North of
Shallotte. Convert Intersections to Superstreets. This project is located
approximately 9 miles northeast of the US 17/Hickman Road NW Intersection. R/W
in SFY 2020; LET in SFY 2022.
o R-5876: 1-74 (New Route - Carolina Bays Parkway Extension) from the South
Carolina State Line to US 17 at NC 130 in Shallotte. Construct freeway on new
location. This project is programmed for planning and environmental studies only
and planning and design are in progress.

Long Range Plan History:
• The 2010 Brunswick County CTP recommends upgrading US 17 to expressway
standards from the Wilmington MPO planning boundary to South Carolina.

Draft Project Need:
• Improve Traffic Safety.
• The existing full-movement median break allows more turning movements and
vehicular conflict points, and has a higher potential for crashes than U-turn
crossovers.
• The 5-Year Crash Data reported 27 accidents at this intersection from May 1, 2012 to
April 30, 2017. There were no fatal crashes recorded at this intersection. Most
crashes (52%)were injury crashes and the remaining (48%) were property-damage-
only crashes. The most common crash type was angle crashes, which comprised
approximately 67% of all crashes, followed by rear-end crashes at 18%. Daytime
crashes accounted for 85% of all crashes and most crashes (89%) occurred during
dry pavement conditions. None of the accidents were related to the use of alcohol or
drugs.
Draft Project Purpose:
• A Reduced Conflict Intersection is being proposed to improve traffic safety and
operations by eliminating through-movements from side streets, minimizing the
number of vehicular conflict points, and reducing the potential for angle and rear-end
crashes.
