4h. Explain the purpose of the proposed project:*
The purpose of the project is to stabilize the shoreline in order to protect the basin. A shifting channel to the north of the ferry basin and vehicle stacking lanes has caused significant
erosion to take place on the north end of the island. This erosion has compromised the integrity of the ferry basin bulkhead and rendered the vehicle stacking lanes unusable while also
creating a public safety issue. If the bulkhead were to fail it would impact the entire basin and significantly affect residents and visitors alike. By installing a newsheet pile wall on both
the basin and sound sides of the point, the basin would be protected and the erosion along the stacking lane area would be mitigated.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The contractor will install 1000 feet of new sheet pile to protect the eroding area at the Ferry South Dock of Ocracoke Island (See attached maps)
In order to begin installing the sheet pile the undisturbed land between the basin and the sound will need to be graded so that a crane can move along the point. Within the basin, new
sheet pile wall will be installed 6" waterward of the old stabilization and then wrapped around to the north side running parallel to Hatteras Inlet within the Pamlico Sound. The basin and
sound -side seawalls will then be anchored together with galvanized tie rods and reinforced concrete caps that serve as wales. The sound -side seawall will extend along the north side of
the Ferry Terminal peninsula and partially extend around the north end of the vehicular stacking lanes. Upon completion of work the point between the seawalls will be filled with material
from the adjacent dredge spoil site and regraded to match the eAsting dune elevations.
As depicted in the drawings, the NCDOT Ferry Division would like to install temporary sandbags on the end of the sheet pile wall until the groin project is completed. The sandbags are
needed to prevent any erosion from occurring from easterly winds. NCDOT proposes to use 3 different sizes of sandbags to fill in the end of the wall to prevent erosion; 2'X5'X15', XXT,
and 4'X4' sizes would be utilized. The different sized sand bags will be used jointly to seal off the end as depicted in the drawings. The approAmate number of sand bags is 40,
depending on the depths at the time of placement. The approAmate length at the top of the sandbag wall would be 50' with a width of 15', height of 14' and the bottom tapering with
elevation. The sandbags would be placed in an area located partially within the inlet hazard area The sandbags would be placed in an area located partially within the inlet hazard area

A second phase of this project will consist of the construction of 5 groins that protrude from the sheet pile wall in varying lengths. Preliminary work is being performed for this phase and
no final details or drawings are available at this time. The only design in the sheet pile project that is associated with the groin project is the inclusion of groin connectors on the seawall.
This was included because of the difficulties that would occur if the connectors were retrofitted at a later date. Please see Sheet S-9 on the Southdock Seawall Drawings (detail is lower
left corner). The groin connector and one sheet of PZ-26 has to be installed now because the concrete cap is one continuous section (no expansion joints are to be placed). V we did
not weld the groin connector now there would be no way to weld it once the sheet pile has been driven. The one sheet of PZ-26 is needed so it will clear the concrete cap.

The primary purpose of this project is to protect the ferry basin. The sheet pile wall is also a)pected to help protect the area near the stacking lanes
but the future groin project will address erosion in that area in more depth based on information currently being compiled through sampling, surveying
and engineering.
