Describe the attachments:

On June 11, 2019, we submitted a permit modification request for DWR# 18-1589, (Biltmore estate riverbank
stabilization), which requested an additional access point (Impact S11 30 ft) across the Swannanoa River.
The applicant has found that the neighboring property owner, Norfolk Southern Railway, will not cooperate to
provide egress via Meadow Rd. Therefore the applicant has modified the proposed plan to access the bank
stabilization location from the Biltmore property instead. The new proposed access point is approximately 400
ft downstream from the proposed bank stabilization (Impact S9), at a gently sloping section of the left bank of
the Swannanoa, and would require tracking in the river bed upstream to move equipment and materials to the
site, in a similar fashion to impact S-10 bank repair location. I have attached the plan of work from Headwaters
Engineering which would replace the plan in the permit modification request Impact S11 with 400 LF of
temporary impacts to the streambed. Please let me know if there is any additional information you need to
make this determination.
