(CWS) to provide a Jurisdictional Delineation for the Dutchman's Creek Parallel Sewer site. The Dutchman's Creek Parallel Sewer site is a 8,700 linear foot sewer line corridor totalling approximately 16.5 acres in extent. The corridor begins at Lanier Avenue, and runs north along Dutchman's Creek for approximately 1.5 miles to Sandy Ford Road, in Mount Holly, North Carolina (Figure 1). The National Wetlands Inventory(NWI), created by the U.S. Fish and Wildlife Service, is a program which provides wetland data and analysis to the public. A review of the NWI GIS layer depicts a freshwater forested/shrub wetland occurring in the central portion of the project limits. (Figure 6). Jurisdictional Delineation The U.S. Army Corps of Engineers (USACE) and the Environmental Protection Agency (EPA) define wetlands as: "Those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions."' The USACE uses three parameters to identify jurisdictional wetlands: 1) hydrophytic vegetation, 2)wetland hydrology, and 3) hydric soils. Except in certain atypical situations, all three parameters must be present in order for an area to be determined to be a jurisdictional wetland. Jurisdictional areas were delineated (flagged in the field), classified, and mapped with a sub-foot Trimble Geo7X GPS unit using the (USACE) Routine On-Site Determination Method. This method is defined in.the 1987 Corps of Engineers Delineation Manuals the 2007 USACE Jurisdictional Form Instructional Guidebook,'with further technical guidance from the 2012 Eastern Mountains & Piedmont Regional Supplement.' Data representative of on-site non jurisdictional upland areas was collected and reported using Wetland Determination Data Forms (Attachment A). Jurisdictional stream channels were classified according to the North Carolina Department of Environmental Quality (NCDEQ) guidance based on biological, hydrological, and physical characteristics. NCDEQ Stream Classification Forms representative of on-site stream channels were used to document stream conditions (Attachment B). Representative photographs were taken of on-site jurisdictional features and existing site conditions (Attachment C). Locations of mapped wetlands and other waters, Stream Classification Points, Wetland Determination Data Forms, and representative photographs are depicted on Figure 7. Results On May 2, 2019 Carolina Wetland Services, Inc. (CWS) scientists Megan Shelton, WPIT9, Staff Scientist II, and Hannah Meeler, Staff Scientist I, delineated on-site jurisdictional waters of the U.S., including wetlands. Based on the results of this field investigation, there are two jurisdictional waters of the U.S. located within the project boundary totalling approximately 0.02 acres, including 56 linear feet of jurisdictional stream channel (Figure 7). Jurisdictional Wetlands One jurisdictional wetland area (Wetland AA)was delineated within the project area (Figure 7). Wetland AA is a palustrine herbaceous wetland located in the central portion of the site, and is approximately 0.01 acres in extent (Photograph 1). Wetland AA is sparsely vegetated concave surface and contains small amounts of spotted lady's thumb (Persicaria maculosa) and jewelweed (Impatiens capensis). Soils displayed prominent redox concentrations with oxidized rhizospheres on living roots (DP1). Jurisdictional Streams One perennial stream channel (Stream A)was delineated within the project area (Figure 7). Stream A exhibits strong continuity of bed and bank, strong substrate sorting, and strong baseflow (SCP1; Photograph 2). Non-Jurisdictional Upland Areas No additional waters of the US were delineated within the project area (Figure 7). Wetland Determination Data Forms representative of non jurisdictional upland areas are attached as DP2 and DP3 (Photographs 3 and 4). An NCDEQ Stream Classification Form representative of a non jurisdictional stormwater conveyance is attached as SCP2 (Photograph 5). Recommendations CWS recommends submitting the results of this delineation to the USACE for verification. Wetlands and other waters are present on the site, which are regulated by the USACE and/or NCDWR. The jurisdictional delineation provided by CWS represents our best professional judgment regarding the boundaries of on-site wetlands, streams, and other water features that can be used for preliminary project planning. However, until a Jurisdictional Determination (JD) is issued by a regulatory agency (USAGE), the delineation can only be considered preliminary and is not an official governmental approval. CWS recommends that before any construction or other earth disturbance activities occur on site, a formal JD should be obtained.
