Details of the visit are listed in the attached EPA Water Compliance Inspection Report. You may reply to this letter and inspection report in writing to submit the required documents that are still outstanding as specified in the inspection report. You are reminded that failure to comply with all conditions of the NCG520000 general permit subject Benchmark to civil penalties not to exceed $25,000.00 per day, per violation. Tarheel Sand and Stone are doing their own turbidity monitoring. Turbidity is not a field parameter and Tarheel is not a certified lab for turbidity testing. However, the permit does not actually give a monitoring frequency requirement. Mr. Adams stated he would send Mr. Boone results of his last sampling event via email. Mr. Boone has not received those results as of 6/19/2019. Tarheel has not placed warning signage on both sides of the receiving stream, just upstream of the outfall, as required by the permit. They have one sign downstream of the outfall on their side of the river. Mr. Adams said he would post signage as required by the permit.
