On behalf of Randolph County Board of Education, please find the additional information
requested by your office per your June 10, 2019 Request for Additional Information letter.
Please review the respond to ITEM F.1 on Page 9 of the PCN form regarding funding
resources. It is typical for a local education facility to involve the expenditure of public
funds.
a. According to Mr. Marty Trotter (Assistant Superintendent — Operations
Division, Randolph County School System), the property was donated to
the school system in 1992; therefore, no funds were expended. According
to Mr. Trotter, and his discussions with the Assistant County Manager/CFO
for Randolph County, there was no NEPA or SEPA requirement related to
the appropriation of funding for the construction of the proposal school.
The PCN has been updated and included with this submittal to reflect local
funding was used, and noted that no NEPA or SEPA document was
required.
2. Please note the impacts to the vegetated setback as shown in the plans should be
reviewed and approved by the local stormwater program and will not be reviewed or
approved through the 401 certification process.
a. It is understood that the vegetated setbacks shown on the plans shall be
reviewed and approved by the local stormwater program and is not part of
the 401 approval process.
3. Please clarify whether the existing culvert/pipe is to be utilized for the road crossing at
Impact Area #12 or if the culvert/pipe will be replaced or lengthened.

a. The existing culvert utilized for Impact Area #12 will be replaced due to its
degraded state. The culvert will remain the same length; however,
permanent outlet protection is proposed to extend the life of the culvert
and prevent erosion below the pipe.
4. Per Condition 11.9 of GC 4139, all work much be done "in the dry". Therefore, dewatering
methods will be necessary to temporarily dewater the stream channel during pipe
installation. Please ensure that the location of the temporary impacts are shown on the
construction drawings and clearly indicated in the impact table. [15A NCAC 02H
.0502(b)(3)]
a. Coffer dams were included in the erosion control plan to provide work in
the dry conditions for installation of the culverts. Sheet C-13 (attached),
and that was previously provided, illustrates each culvert profile showing
coffer dams on the upstream end. A coffer dam detail is also provided on
this sheet. The location of each coffer dam has been added to each impact
plan view and does not require any change to the area of impact. Sheets C-
7 (Impact Map #4) and C-10 (Impact Map #7) have been revised to show this
and are attached.
5. The plan sheets provided indicate that there will be a sewer easement across the
Uwharrie River, however no impacts to streams or wetlands in this location have been
noted in the application. Please ensure all sewer line impacts are accounted for within
this application.
a. The sewer main will be installed via bore and jack under the Uwharrie River
and will not impact either streams or wetlands. Sheet C-12 Impact Map #9
may be removed from the original set of impact maps. The overall plan has
been revised to better depict this; see sheet C-0 attached.
6. Pursuant to 15A NCAC 02H.0506(a) a 401 Water Quality Certification may only be
issued upon determining that existing uses are not removed or degraded by a discharge
to classified surface waters. Based on the information provided in the application and
associated documents, all surface flow from this project is proposed to be re-routed
through multiple stormwater dry detention basins. The outlet from the detention basins
are proposed to be located a significant distance downstream. The re-routing of the
drainage area and surface flow has the potential to remove existing hydrology and
therefore remove existing uses within the stream channels from the impact limited to the
proposed stormwater outlet location. Please provide a thorough analysis and any
additional information relative to this issue for further review by the Division. Upon further
review of the information provided in response to this item, the Division may require a
more thorough analysis and/or more information for particular portions of this project.
a. Stream D was analyzed at three points within the stream to compare
existing condition and proposed condition runoff quantities. Point 1 is
located at the upstream culvert structure (1)1), point 2 is located west of
point 1 at the upstream end of the existing culvert, and point 3 is located
west of point 2 at the stream's entrance to the existing wetland. Refer to C-

0 the overall plan to see the locations of these points. In this analysis, the
results show a decrease in runoff from the pre -conditions to the post -
conditions. This is a result of the location of the northern driveway which
cuts off a portion of the pre -condition drainage area to the stream resulting
in an overall smaller drainage area to the stream. In combination with the
location of the driveway, the field is located at or below the stream's
elevation and; therefore, the runoff of this area discharges farther in the
stream resulting in smaller flows at the upstream end of the stream. The
analysis was run using Autocad Civil 3D Hydraflow Hydrographs modeling
program and the raw data is as follows:
Point 1 (1 -year storm)
• Pre = 13.99 cfs (28,300 cuft)
• Post = 1.46 cfs (2,930 cuft)
• Net decrease —90%
Point 2 (1 -year storm)
• Pre = 18.03 cfs (38,015 cuft)
• Post = 3.34 cfs (6,715 cuft)
• Net decrease —82%
Point 3 (1 -year storm) (includes dry pond #2 discharge)
• Pre = 30.19 cfs (63,883 cuft)
• Post = 20.76 cfs (75,790 cuft)
• Net decrease —31% in flow rate; net increase 16% in runoff volume
Point 1 (10 -year storm)
• Pre = 30.73 cfs (64,272 cuft)
• Post = 3.67 cfs (7,482 cuft)
• Net decrease —89%
Point 2 (10 -year storm)
• Pre = 43.57 cfs (93,201 cuft)
• Post = 8.41 cfs (17,145 cuft)
• Net decrease —82%
Point 3 (10 -year storm) (includes dry pond #2 discharge)
• Pre = 78.46 cfs (166,568 cuft)

On May 22, 2019, the Division of Water Resources — Water Quality Programs (Division) received your
application dated May 3, 2019, requesting a 401 Water Quality Certification from the Division for your project.
The Division has determined that your application is incomplete and cannot be processed. The application is
on -hold until all of the following information is received:
1. Please review the response to Item F. 1 on Page 9 of the PCN form regarding funding sources. It is
typical for a local education facility to involve the expenditure of public funds.

DWR# requested on the link is referenced above).
If all of the requested information is not received within 30 calendar days of receipt of this letter, the Division
will be unable to approve the application and it will be returned. The return of this project will necessitate
reapplication to the Division for approval, including a complete application package and the appropriate fee.
Please be aware that you have no authorization under the Water Quality Certification Rules for this activity
and any work done within waters of the state may be a violation of North Carolina General Statutes and
