The following items were discussed, and conclusions reached: Project Narrative/brief overview Audrey Burnette stated the FONSI was signed in May, which covers the entire project of U-4700. The section being discussed today is section A. Plan Sheet 6: • Erin Cheely pointed out that site 1 was not a part of the original permit • Brandon McInnis explained that site 1 was not included in the original planning document. The beginning of the project was extended past the original limits. This is an additional site, UT Geitner Creek. Plan Sheet 7: • It was requested that a BMP be added on this page, which is very urban. Plan Sheet 9: • It was requested that Pre Vs Post be confirmed at the existing 10' x 9' culvert entering the short tributary into Frye Creek. Plan Sheet 10: • Marla Chambers asked to consider the use of sills/baffles to avoid a 13' wide channel to enter into the 10'xl0' culvert opening. • Audrey Burnette explained this was a FEMA crossing and we would need to determine if any of the nearby homes would be negatively impacted. If sills/baffles are used a larger pipe next to the extended culverts would need to be utilized. • Dave Wanucha asked if NCDOT will be able to investigate these concerns of a sill before permitting proceeds much further. • Audrey agreed to determine if the construction of sills/baffles is a valid option with a larger pipe alongside the culvert. • Steve Kichefski asked if anyone had inspected the integrity of the culverts. • Audrey explained there are inspection reports for the culvert which are conducted every two years and show the culverts as being in a stable condition. • Steve mentioned how it appears there is a lot of roadway drainage traveling down to the culvert. • Audrey explained the proposed drainage is following the existing drainage's pattern. We are not increasing the volume here. There are no stability concerns. • Brandon confirmed that pre/post calculations will be back checked to make sure no additional water is being sent into that channel. Plan Sheet 13: Brandon pointed out there is one endangered plant boundary location on this plan sheet which is not anticipated to have any impacts It was asked if the current design reflects access for construction equipment? Brandon explained access was accounted for. Plan Sheet 14: • Audrey explained the existing JS from Site 3 runs into a 60" CMP, crosses US 321 into a 72" and then into a 6' x 6' RCBC which crosses back across US 321 into a JS that empties into a culver under the Railroad and into the Catawba River. She explained that RK&K is currently coordinating with the division to eliminate the 35' cut to relocate the channel and keep all this water in a closed system that empties into a splash pool just before the culvert under the railroad. • Robert Patterson pointed out that the outlet goes directly into the Catawba River which would require an additional hazardous spill basin. • Audrey explained that there is possible rock in this portion of the state. She also pointed out that the drainage included in the 66" trunk line would not need to be sent to the hazardous spill basin. The spill basin if constructed would most likely be placed where the large channel change is currently shown. • Marla reiterated that the treatment of the stormwater is very important to this watershed. • Robert asked if any of the roadway bridge drainage is being sent to the 66" with the "clean" water. • Andrew Nottingham said yes, some of the bridge drainage is being sent here. He recommends sending the 2G1 at the end of the bridge to the 72" trunk line with the rest of the roadway drainage. • Marla asked if the channel relocation will be a "natural relocation." Audrey said it was not. The current design will be hard to maintain the channel change. The closed system design would be preferred due to the large cut required from the deep inverts of the 72" from the existing system on the east side of US 321. • Erin Cheely asked if there has been any coordination about the bent layout with the Duke Energy personnel for the FERC permit. Brandon said "yes, based on their timing, we have been trying to give it to them information concerning the design as early as possible." Plan Sheet 15: • Audrey explained that the drainage has changed under the bridge since the 4B plan submittal. The design includes replacement of the existing 18" under the bridge with a 24" in a layout that avoids the proposed bridge piers/shafts. • Phone asked if those are the bridge bents shown on the screen? There appears to be a bent right in the middle of the channel coming out of the culvert near the railroad. • Brandon explained how structures tried to spread the bents out as much as possible based off the FERC model. • Audrey explained that this water is the backwater for Hickory and the bents were kept to the edges. • Phone asked if the bents would be armored around the center of the channel? • Audrey explained the normal pool for the lake is at elevation 935,' which isn't up as high as the bent. • Brandon stated RK&K would investigate trying to revise the bents any further and see if armoring will be included. Plan Sheet 16: Audrey pointed out that there is a proposed hazardous spill basin on this sheet which catches the water off the end of both bridges. Robert asked if there was a proposed gate valve in the hazardous spill basin. Audrey answered yes there is. Plan Sheet 17: Audrey explained at this site there will be 137' of relocation of the existing stream. In addition, a bridge has been incorporated into the roadway design to minimize impacts in this area. Brandon also pointed out that the bridge is also now utilized to build a road for better access to the townhomes in the area. He also mentioned that across the street is another unimpacted plant boundary. Audrey mentioned that in this area design is looking to place a hazardous spill basin in the flat/hole area between -Y17A- and -Y19FLY-. • It was questioned if a Pre vs Post analysis was done at the outlet of structure 1766. Yes, an analysis has already been performed, small discharge increase. Plan Sheet 18: • Erin mentioned Site 11 was not a previous impacted site on the original permit • Audrey pointed out that the site is only impacted by a riprap pad. • Erin also mentioned that the stream name located at this site should be SD, not SE. • Audrey agreed to update the stream label. She also pointed out that the jurisdictional portion of the stream begins at the outlet of the existing pipe. Plan Sheet 22: • Audrey pointed out the blue line on the plan sheet is just a ditch, not a jurisdictional stream and was provided as such in the latest FS file provided by NCDOT. Plan Sheet 23: • Erin pointed out that stream SQQ should be noted as an intermittent stream and that sites 9 & 10 are shown correctly as two different sites since the streams have differing names. She also mentioned that the area where these two streams confluence is outside of the study area, but the topo appears to show a perennial stream. • Dave Wanucha, wanted the group to be aware that if the stream is outside the boundary that additional survey might need to be conducted to provide an additional NRTR addendum. • Audrey stated that there are baffles inside the proposed culvert to narrow the entry for the 4'-6' wide channel. • Joe Kelvington pointed out that Kimley Horne is providing a right of way consultation. • Brandon pointed out that the "bump out" is to avoid the sewer pump station in the area & provide access. He mentioned RK&K will investigate if any more impacts can be avoided. Plan Sheet 23A: • Audrey explained that impacts are due to the proposed new 8'x8' culvert with baffles. The riprap in the channel bed at the outlet was due to the high velocities exiting the structure. In closing, comments were made that Loretta, from Division 12, will be taking over the environmental issues for the Division. Erin will make sure we have everything we need.
