SUBJECT: System Performance Annual Report
Dear Mr. Stevens:
Enclosed please find three copies of the System Performance Annual Report for the
Town of Jefferson WWTP, NPDES NCO021709 and its outlying collection system, permit
number WQCS00220. This information pertains to calendar year 2018. The report was
posted on the Town's website on May 31, 2019 at www.t- Aeft�.,•son.org/docs.
A notice of availability will be printed on each water bill and will be mailed to our
customers on May 31, 2019. A public notice will also appear in the local newspaper
Ashe Post &Times in next week's edition announcing the availability of the report.
Copies of the report are also available at Jefferson Town Hall, 302 East Main Street,
Jefferson, NC 28640 and at the Jefferson WWTP, 1233 Highway 16 South. Please note
the public education materials regarding the control of Fats, Oils and Grease are
enclosed with this correspondence and also appear on the Town's website.

This is the Annual Performance Report, 2018 edition for the Town of Jefferson Wastewater
Treatment Plant and its outlying sanitary sewer collection system, permits NCO021709 and
WQCS00220 respectively. Our mission statement for managing our water resources facilities is
expressed in three areas.
1. To surpass all North Carolina and US EPA Clean Water Standards
2. To operate in the most cost-conscious manner possible for our customers
3. To protect and enhance the public health of the New River Basin
COLLECTION SYSTEM PERFORMANCE is critical to our river basin. The Town of Jefferson
maintains about 18 miles of sanitary sewer mains, along with five pump stations. The system
experienced no sanitary sewer overflows in 2018. We ask all sewer system customers to take
steps to prevent cooking grease and oil from entering the system. Please find the attachment
regarding the proper disposal of FATS, OIL, & GREASE (FOG) in your home to prevent sanitary
sewer overflows in city mains.
WASTEWATER PLANT PERFORMANCE The average daily flow at the wastewater plant was
0.235 mgd, which is about 39% of the plant's permitted capacity. Jefferson's WWTP discharges
into Naked Creek which flows into a section of the New River that is designated by the State of
North Carolina as Outstanding Resource Waters. As a result, the Town's discharge permit
contains some of the strictest limits issued by the North Carolina Division of Water Quality.
The tables below compare average measurements to limits for each parameter.
