Project Description: Replace Bridge Number 215 on SR 1379 (Sugar Cove Road) over
Fines Creek (no off -site detour planned).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions: HPOWeb reviewed on 6 March 2016 and
yielded one SS and no NR, SL, LD, DE properties in the Area of Potential Effects (APE). Haywood County
current GIS mapping, aerial photography, and tax information indicated an APE of predominantly
cultivated fields and some woodland with several residential and agricultural resources (viewed 6 March
2016). South of the existing bridge is parcel on which stand a circa-2008 house and related outbuildings.
Most of the APE overlies a large parcel (about 320 acres) extending beyond both sides of SR 1379 (Sugar
Cove Road) and SR 1334 (Max Patch Road). Houses on the parcel dating to the late -nineteenth and
early -twentieth -centuries, including the previously surveyed W. Noland House (HW0459), as well as
related outbuildings all stand approximately 825 feet south of the existing bridge, well beyond likely
project impact. The Rogers Thad Cemetery is located approximately 1000 feet north of the existing
bridge on the west side of SR 1334 (Max Patch Road), also beyond likely project impact. Bridge No. 215,
built in 1959, is not eligible for the National Register according to the NCDOT Historic Bridge Survey as it
is not representative of any distinctive engineering or aesthetic type. Google Maps "Street View"
confirmed the absence of critical historic structures and landscapes in the APE (viewed 6 March 2016).
No architectural survey is required for the project as currently defined.
Why the available information provides a reliable basis for reasonably predicting that there
are no unidentified significant historic architectural or landscape resources in the proiect
area: APE extends 400 feet to either side of the existing bridge (E-W) and 150 feet to either side of the
SR 1379 (Sugar Cove Road) centerline (N-S) to encompass proposed construction activities. The county
comprehensive architectural survey (1983) and later studies include no properties in the APE apart from
the W. Noland House (HW0459). County GIS/tax materials and other visuals clearly illustrate the
absence of significant architectural resources. No National Register -listed properties are located within
the APE.
Should the design of the project change, please notify NCDOT Historic Architecture
as additional review may be necessary.
