This facility produces ready -mixed concrete products. File Review/History: This facility was previously inspected by Charlotte -Mecklenburg Storm Water Services and the North Carolina Department of Environmental Quality (formerly NCDENR) on February 29, 2012. A Notice of Violation (NOV-2012-PC-0082) was issued by NCDENR for violations of the NPDES Permit and N.C. Water Quality Standards. Inspection Summary: This facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance during the inspection. Please refer to the inspection report for comments and recommendations. Site Inspection Deficiency Comments Stormwater system (catch basins, No Stormwater runoff from a portion of the property drains by inlets, outfalls, etc.) sheet flow and discharges via one (1) outfall. Stormwater runoff from the concrete operation area drains into a retention pond. Erosion issues No There were no stormwater erosion issues observed on the property. Structural stormwater BMPs Recommendation Stormwater runoff from the concrete processing areas of the property and the vehicle wash water drain into a retention pond. Facility personnel indicated that the water in the pond is recycled on the property and it does not discharge off site. It is recommended that the water level of the pond be routinely checked to ensure that it does not discharge. It is also recommended that accumulated sediment in the retention pond be cleaned out as needed. Illicit discharges/connections No There were no illicit discharges or connections observed on the property during the inspection. Aboveground storage tank(s) - list No There is one 6,000-gallon diesel fuel aboveground storage tank sizes & contents tank (AST), one 275-gallon diesel exhaust fluid AST, and several chemical admixture ASTs located on the property. Each of the ASTs is located within secondary containment. Underground storage tank(s) - fill port N/A area; list tank sizes & contents Outdoor material storage area(s) Recommendation Since the concrete waste pit / storage areas are located near the stormwater outfall, it is recommended that the facility continue to maintain the containment berms and continue good housekeeping practices on the property to minimize polluted stormwater runoff. Since there was an exceedence of the Permit benchmark for pH at the stormwater outfall, a Tier I response was conducted and documented at the site. A small crack in a containment wall was determined to be the cause of the elevated pH levels at the outfall. The crack has been repaired and the pH levels are currently within the acceptable range in the Permit.
