Re: Northview Mobile Home Park / Moratorium
Dear Landon & Linda:
Thank you for your a -mails of April 12, 2019 and May 20, 2019 responding to Northview
Mobile Home Park's letter of March 18, 2019 requesting that the moratorium on NPDES permit
NCO067342 be lifted. With respect to the items requested in your e-mail of April 12, 2019,
please be advised as follows:
A check payable to the North Carolina Department of Environmental Quality in the
amount of $2,938.45 is enclosed with this letter.
2. Northview Mobile Home Park will make sure that process control reports are sent to
DEQ consistently.
3. Documentation of the calibration of the flow meter in December, 2018, is attached.
4. Northview will make sure that the sampling is conducted on Tuesdays as required by the
permit.
5. Please see signed communication from the ORC regarding the capacity of the plant to
accept additional flow.

6. Signed communication from ORC, Joe David Hall, that the plant can accept additional
flow is included with this letter.
7. The facility will continue to work on sludge management.
The moratorium was imposed, in February, 2018, pursuant to G.S. 143-215.67, based on
DEQ's determination that the facility could not adequately treat waste. The moratorium was to
remain in effect until the permittee demonstrated it could adequately treat wastewater flowing to
the Northview Mobile Home Park wastewater treatment plant.
Effluent sampling at the facility since May of 2018 has demonstrated consistent
compliance with effluent limits. Multiple operational issues identified during two EPA
inspections of the facility have been addressed. Notwithstanding DEQ's and EPA's concerns
about operational issues, the permittee has demonstrated that it can adequately treat wastewater
flowing to the Northview Mobile Home Park. The moratorium should be lifted.
Based on all of the foregoing, it is requested that the moratorium on additional flow be
lifted immediately.

North View Waste Water Treatment Plant,
This facility can easily handle more flow since we have developed a better wasting method to
lower the solids level in the main clarifier. During the past three weeks the sludge blanket
level has stayed four feet below the top of the clarifier. I have no doubt we can operate the
plant in a higher flow capacity. This waste water facility has continued to produce great
results will continue to do so. The foaming and other issues of the facility when it had one
aeration basin have diminished or gone away. We hope to continue to improve the operation of
the facility. c�
