Attn: Terry Koonce, Owner 2400 Stantonsburg Road Southeast Wilson, NC 27893 NORTH CAROLINA ,Environmental Quality June 5, 2019 Subject: COMPLIANCE EVALUATION INSPECTION Alliance One International, Inc. - Wilson No Exposure Certification NCGNE1313 Wilson County Dear Mr. Koonce: On May 20, 2019, a site inspection was conducted for the Alliance One International, Inc. - Wilson facility located at 2400 Stantonsburg Road Southeast, Wilson, North Carolina. This facility applied for a No Exposure Certification for Exclusion from NPDES Stormwater Permitting on September 5, 2018. As a result of the inspection, the facility was found to be in compliance with the conditions of No Exposure Certification NCGNE1313; with the condition that all tobacco crates and/or metal drying/storage equipment located outside are moved inside a storm -resistant cover in the next 6-months. The facility must meet the condition of no exposure by December 2019 or the certification will be revoked. A condition of no exposure exists at an industrial facility when all industrial materials and activities are protected by a storm -resistant shelter to prevent exposure to rain, snow, snowmelt, and/or runoff. DEQ retains the authority to require permit authorization (and deny a No Exposure Exclusion) based on a review and recommendations by the DEQ Central or Regional Office that the discharge causes, has a reasonable potential to cause, or contributes to an instream excursion above an applicable water quality standard, including designated uses. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please note that under the No Exposure Certification, you are obligated to maintain no exposure conditions at your facility. If conditions change such that your facility can no longer qualify for the No Exposure Certification, you are obligated to immediately obtain NPDES Stormwater permit coverage for your stormwater discharge. Otherwise, the discharge becomes subject to enforcement as unpermitted discharge. During the inspection metal crates were stored and stacked in the parking lot located to the east of the main property structure and in a dirt parking lot located to the west of the main property structure. Site contacts explained that the crates were stored outdie temporaily as another Aliance One facility had closed and they were working on transitioning the extra equipment inside. Site contacts we're advised that if/when they were again inspected, if the crates were still located inside then the facility will no longermeet the conditon of no exposure. For future reference: SIC Code - 2141 - Tobacco Processors Their season runs from August to March. At the rear of the facility, there is an oil water seperator that is only used during 'overflow times."
