Dear Mr. Thiesse:
On May 16, 2019, Alaina Morman and Lauren Garcia, inspectors with the North
Carolina Department of Environmental Quality (NCDEQ) - Division of Energy, Mineral and
Land Resources (DEMLR), met with John Bass, EG & SP Operations Manager, at the facility
located at 11 Triangle Drive, in Durham County, to conduct a compliance inspection. The
purpose of the inspection was to assess site practices in order to inform permit
development. The facility originally applied for permit coverage in 2014. The inspection
consisted of a review of the facility's outfalls and overall site conditions.
Permit:
This facility will be permitted under Individual Stormwater Permit NCS000569 to
discharge stormwater from the industrial activity of manufacturing chemicals and allied
products, not elsewhere classified [SIC 5169] under the National Pollutant Discharge
Elimination System (NPDES). The permit has not been issued.
Facility Site Review:
The facility's primary function is the transfill and ultrasonic testing of compressed gas
cylinders. The primary materials at the facility are gasses. Liquid materials onsite which
may be exposed to stormwater include caustic (25% solution) which is stored outside in
55-gallon drums on spill containment pallets. Solid materials stored at the facility which
are exposed to stormwater include scrap metals and compressed gas cylinders. Scrap
metals are stored in open dumpsters which are located in the employee parking area and in
the area located behind Building 184. Compressed gas cylinders are stored throughout the
facility. Small amounts of hazardous waste are also produced by the facility through
various processes; however, once it is produced it is collected by the facility's dust
collector. The dust collector is located outdoors and is in ground -mounted. Dust is collected

in 55-gallon drums which are placed on spill containment pallets. Waste contained within
the drums has the potential to contain arsenic particulates.
There are five outfalls located along the southern border of the facility. The outfalls
appeared to be well maintained and staff was knowledgeable about locations and
maintenance.
• There were blue paint chips observed leaving the site through one outfall. The site
contact stated the chips come from paint that rubs off of the gas cylinders stored in
the rear of the property. The paint was reported to be water soluble. The paint chips
are not an allowable stormwater discharge. Inspectors recommended the facility
investigate a way to prevent the paint chips from leaving the site.
• Overall the facility was very clean and well maintained.
• All drums, totes, cylinders and other equipment/materials were stored in proper
secondary containment.
Receiving Waters:
Stormwater at the site discharges to Buck Branch, a class WS-IV; NSW stream in the Cape
Fear River Basin. This section of,Buck Branch is not considered an impaired waters.
Overall, the site conditions at the facility were good. The facility was clean and well
maintained. However, the facility does need to prevent paint chips from leaving the site via
