Off-airport land uses include commercial, warehousing, light industrial, and residential (see Section 4.2.1, Land Use and Local Governments). Some of these on- and off-airport activities involve the use of hazardous substances and the generation of hazardous wastes. The most notable among these nearby land uses from the standpoint of regulated substances are the bulk fuel storage and distribution facilities located south of PTIA. The airport's Spill Prevention, Control, and Countermeasure (SPCC) Plan provides the most current information available concerning the storage and use of oils, fuel and hazardous substances at PTIA (Baker & Assoc. 1999). Prepared in accordance with the Federal Oil Pollution Prevention Act, the SPCC serves as a master plan for the majority of both PTAA-owned and tenant-operated facilities that are located on airport property. Another useful source of information includes two recent ESAs conducted on behalf of PTAA for two large tracts of land on airport property (Law, 1998a,b). Located in the northeast and southeast sections of the airport, these ESAs identified all known sites of hazardous substances, environmental contamination, and other regulated substances within an approximate 0.5-mile radius of the two properties. A computer database survey of Federal, state, and local regulatory agency files was also conducted in support of this Draft EIS (EDR, 1999) to identify potential hazardous substances sites. As a screening tool, this database helps locate spill sites, generators of hazardous wastes, landfills, underground storage tanks (USTs), etc. (including sites on the National Priority List (NPL) under the Superfund Programs), that have been reported to exist in the vicinity of PTIA. To further help locate and identify sites in the airport area that are reported, or have the potential, to contain hazardous substances or environmental contamination, a field survey was conducted in August 1999 to make visual observations and record data on both on- and off-airport sites. The information that was collected and/or developed in support of this assessment is summarized in Table 4.3.7-1. This information is presented by-site name, location (with respect to the airport), and a brief characterization of the site as it pertains to hazardous substances, environmental contamination, and/or other regulated substances. The locations of these sites and facilities are shown on Figure 4.3.7-1. (It is important to note that the naming of a site or facility on Figure 4.3.7-1 and Table 4.3.7-1 does not necessarily mean that a spill or discharge has occurred. Rather, these sites are identified because such incidents have been recorded in the regulatory database or the facilities are known (or are expected) to contain substances that are classifiable as hazardous or regulated materials.) Based on the findings of the research conducted for this DEIS, the predominant sources of hazardous wastes or other regulated substances of PTIA are associated with fuel and deicing fluid storage facilities. Typically, these facilities contain USTs and/or aboveground storage tanks (ASTs) ranging in size from less than 500 to greater than 40,000 gallons.
