On May 16, 2019, Cheng Zhang of the Raleigh Regional Office (RRO) Division of Water
Resources conducted a Compliance Evaluation Inspection of the subject facility. The assistance
and cooperation of Mr. Todd Young, Operator in Responsible Charge (ORC), Mr. Brooks Bunn,
backup ORC, Mr. Jimmy Pridgen, Water Reclamation Manager, and Mr. Nicholas Eatmon,
WWTP O & M Supervisor, were very helpful and appreciated. A checklist of items is enclosed
with this letter. During the inspection the following items were noted:
1.) Permit was renewed on January 30, 2014 and became effective on August 1, 2014. Wilson
collection system is Class 4 collection system (CS-4). It has approximately 359 miles of
gravity sewer and 10.2 miles of force main, and twenty pump stations.
2.) City of Wilson had developed and implementing a Capital Improvement Plan (CIP) for the
collection system. The plan covers a period to 2023 and has all components required by the
permit.
3.) The collection system map has been integrated into the City's GIS based map, which
includes all items required in the permit.
4.) The facility has a grease educational program. Grease educational materials are sent to all
customers with bills twice a year. City staff also inspect about 285 grease trap/interceptors
from non-residential users.

5.) All twenty pump stations are equipped with SCADA and can be monitored at the City's
Water Reclamation Facility (WRF). Pump stations are inspected by staff based at the WRF.
five pump stations were visited during the inspection (Wilco, Windemere, Jayne Lane, 1-95,
and Lamm). Pump station inspection records were kept at each station. Alarms and SCADA
were tested and found functional. A line going into the upstream manhole at Jayne Lane
Pump Station was partially blocked by debris, the blockage was removed by the end of the
inspection.
6.) Three aerial lines were observed during the inspection and found in good condition.
7.) Deerfield Outfall was observed during the inspection, the easement was maintained and
accessible. It was noted that one extended manhole vent was knocked down.
8.) A review of records and logbooks indicate the following;
a. Records are maintained adequately for sewer line maintenance and cleaning,
about 57.1 miles of gravity sewer lines were cleaned in 2018.
b. High priority lines were inspected and easement was maintained as required by
the permit.
c. There have been nine reportable Sanitary Sewer Overflows (SSOs) since the last
inspection, press releases were issued and kept in record for spill with more than
1000 gallons reached surface waters.
9.) The City's Response Action Plan for SSO needs to be updated to reflect recent
personnel changes.
