The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by the City of Jacksonville
indicates a violation of permit conditions stipulated in the subject permit and North Carolina G.S.
143-215.1. Violations include failing to effectively manage, maintain, and operate the subject
collection system so that there is no SSO to the land or surface waters and if applicable making an outlet
to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is required.

The filed report indicated that your SCADA system detected a communications failure with the Brynn
Marr station at about 1:30 am. However, based on the report it appears that the City staff did not
investigate the situation until 7:40 am. If communication is not restored within the timeframes in your
pump station spill & failure plan for this specific station, then staff should be dispatched to hopefully
avoid or minimize a spill. The City was very fortunate this incident was apparently only minimal.
Remedial actions, if not already implemented, should be taken to correct the above noncompliance.
Failure to do so will be a mitigating factor in a subsequent incident.
