This meeting was in reference to a letter we received in the mail from the NC Water Resources Environmental Quality on November 7, 2016 dated October 28, 2016. The letter references an inspection to 955 Dellaplane Rd, Roaring River NC on August 15, 2016 adjacent to Bowman Farms, LLC (BF). It references: POTENTIAL VIOLATION Land Parcel#0100032 Bowman Farms, LLC 7779 OLD HWY 60 Roaring River, NC 28669 Per the recommendations within the letter we met this morning to discuss options for best practice management, Tuesday, November 8 at 8:25a.m. at the western most entrance to our farm that runs adjacent to the property in question. Upon review you were able to observe BF had substantial best practices management administered already such as: Several sediment basins set up o Reinforced with heavy railroad style rock Biomass walls of stumps built to reinforce the sediment basins Planted fields with Fescue and Millet Recommendations for BF: • The fescue and Millets planted and growing, but due to dry weather, the growth in some areas is sparse near drainage areas. o BF will plant Rye (two bushels an acre) • 50-60 pounds of fescue mixed • We will drill this in the open areas • Sloping areas with no grass growing needs to be planted. o BF bought a Hydroseeder today and will spray all sloping areas with rye/lime pellets/slurry • We will clean out and reshape sediment basins and Hydroseed them and roll out EC3 matting around them • On approaching slopes that show wear from water we will flatten/plant/Mat those areas • On several areas that water has broken through berms we will fix berms and set up silt fences o Southern most gully o Northern most gully • Silt fences around newly cleared fields and any sloping area that could have sediment run off The work will be performed between the dates of November 9-18. We will take before and after pictures and document the process to ensure we are addressing all areas of possible sediment run off. We also have two Sediment Control Companies coming out to consult and possibly assist in our project. We appreciate your quick response and your help in this matter. I will contact you soon to take a look at our progress and get your opinion on the best practice management we are administering. Please let us know if we can be of further help in this matter. The information you provided us indicated that your operation's animal population does not exceed the humber set forth by 15A NCAC 2H .0217, and therefore does not require registration or a certified animal waste management plan. Under 15A NCAC 2H 0217, your facility is deemed permitted if waste if properly managed and does not :each tac surface waters of the state. Any system determined to have an adverse impact on water quality may be required to obtain a waste management plan or an individual permit. You are reminded that a discharge of wastes to the surface waters of the state will subject you to -a civil penalty up to $10,000-per day.
