Dear Mr. Swain:
On July 30, 2009, I inspected the construction work on the US Highway 19/19E project in Madison and
Yancey Counties. Major grading, culvert extension and bridgework are underway along the entire length of
the project. Most of the project appears to be in good condition but turbidity continues to be a problem in the
streams due to the large amount of disturbed area that is open and not seeded and/or mulched.
The Division of Water Quality continues to have concerns about the possibility of sediment and turbidity in
streams from the construction areas and have recently received complaints from downstream property owners
concerning the muddy water. Please continue to ensure that all sediment and erosion control structures are
maintained and that seeding and mulching are performed as required to protect State surface waters.
Please refer to the attached inspection report for any specific items noted during the inspection.

Additional comments: 7,059 linear fr. of stream impacts and 0.42 acres of wetlands for R-2518A;
3,675 linear ft. of stream impacts and 0.23 acres of wetlands for R-2518B. Compensatory
mitigation for impacts of 5, 453 linear feet is required.

I. Heavy grading and construction work is taking place along the entire length of the project.
2.Construction work includes bridge construction, culvert extension, fill and borrow.
3.Streams are turbid from time to time especially after rainfall events.
4.All bare soil areas that are open for more than 21 days should be temporary seeded. This should
help reduce the amount of turbidity and sediment in the streams.
5.Please continue to ensure that all sediment and erosion control devices are maintained and working
properly.
6.Please ensure that all of the Japanese Knot Weed was removed from the stream relocation site and is
disposed of properiy.
5.As a reminder the streams on the Madison County construction area are classified as High Quality
Waters and all measures necessary to protect State surface waters should be employed.
