The attached Pre-Construction Notification (PCN) is being submitted on behalf of Mr. Carson Lee
of Vista Developer's. On February 24, 2006, Mr. Lee received a Notice of Unauthorized Activity
(UA) for the construction of permanent road crossings and sediment basins without permit
authorization. Mr. Lee is seeking after-the-fact Nationwide 39 permit authorization for these
impacts.
