On August 15, 2017, the Division of Water Resources (Division) received an adjusted daily sewage flow
rate (flow reduction) request that would apply to all permitted but not yet tributary residential
connections and all future residential connections within the Neuse Colony WWTP service area.
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request and based on the
data submitted and the Division of Water and Infrastructure (DWI) guidance, the Division hereby approves
for use by the Neuse Colony WWTP an adjusted daily sewage design flow rate with the following
conditions:
• The flow reduction is applicable to residential single family dwellings only.
• The minimum flow for 1 and 2 bedroom dwellings shall be 120 gallons per day.
• Each additional bedroom above two bedrooms shall increase the volume by 60 gallons per day
per bedroom.
• This flow reduction shall not apply to sewer extension applications and/or permits for any other
public or private organizations whose wastewater flows are or might become tributary to the
Neuse Colony collection system (WQCS00147).
Future sewer extension applications should be made using the flow reduction amount stated above. All
other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statues, rules, regulations and minimum design criteria as certified by the owner and engineer.
Regardless of the adjusted design daily, wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the NPDES Permit for the treatment facility or exceed the capacity of
the sewers downstream of any new sewer extension or service connection(s).

Sewer Project Narrative
For
River Dell East (POD 12) — Phase Four
River Dell East (POD 12) - Phase Four at Flowers Plantation will consist ora 53 Lot 3
bedroom single family residential subdivision. This subdivision, which is located Off E.
Neuse River Parkway on River Dell Townes Avenue, will consist of 100% domestic
flow. The sewer system will be constructed of approximately 2,158 LF of 8-inch SDR
sewer pipe and 192 LF of 8-inch DIP. With 53 lots at a projected flow of 180 GPD, the
projected flow for this facility is 9,540 GPD. The wastewater treatment plant facility that
will be handling this flow is the Neuse Colony WWTF (Permit # NC 064564). The
permitted flow for this WWTF is 0.75 MGD (NPDES). 28 Lots of flow will be pumped
to MH #E13 by a lift station (RDE PH4) located behind lots 145 and 146. This flow along
with the remaining 25 Lots of the proposed flow will be delivered via gravity Iine to
Bufflao Creek Pump Station before it gets pumped to the WWTF.
