Project Description:
Replace Bridge No. 129 over Lanes Creek on SR 2111 (Belk Mill Road). Replace structure at
existing location. Area of potential effects is 75 feet either side from the centerline of the
roadway/bridge and 300 feet from either end of the bridge. Project length is approximately 600
feet. New right-of-way is proposed from the existing 60 feet but the amount will vary. There will
be an off -site detour but no work is anticipated on the detour route. Temporary and permanent
easements are required for this project.

Description of review activities, results, and conclusions:
Review of HPO quad maps, HPOweb GIS mapping, historic designations roster, and indexes
was conducted on 2/18/16. Based on this review, there are no existing NR, SL, DE or LD
properties in the Area of Potential Effects (APE). There is one SS (surveyed site) property, the
Samuel Ellison Belk House (UN0037), whose parcel sits within the APE even though the house
itself does not. According to Union County tax records there are two additional properties in the
APE over the age of fifty years old, a mid -twentieth century house and a ca. 1930 house. Built in
1970, Bridge No. 115 has not been evaluated for listing to the National Register of Historic
Places (NRHP) according to the North Carolina Historic Bridge Inventory. However, this bridge
appears to be a standard bridge type with no remarkable historical or architectural significance.
The APE is located in southern Union County and consists of mostly forested areas, cleared
farmland, and light residential development. It was necessary to go out and see if the above -
mentioned properties were potentially NRHP-eligible and any of these resources will be affected
by project activities.

Project engineers plan to replace the existing bridge with a new single span bridge measuring 91
feet by 30 feet with 42" vertical concrete rails, providing a 10 foot travel lane in each direction.
There is currently 60 feet of right-of-way and no new acquisition of right-of-way is anticipated.
75 feet of approach guardrail will be required on all quadrants.

The mid -twentieth century house located within the APE (shown above) has been highly altered
and does not possess the architectural or historical significance to be considered for potential
eligibility to the NRHP.

Although the Samuel Ellison Belk House does not technically fall into the APE, the parcel upon
which it sits falls into the APE, some of which is shown in the photo above.
