County: Union Document: Libr Or Mcc Funding: ® State ❑ Federal ® Yes ❑ No Permit Type: nwp 3 Project Description: NCDOT proposes to replace Bridge No. 0129 on SR 2111 (Belk Mill Rd.) over Lanes Cree in southeastern Union County. The undertaking involves the bridge replacement, in place, with an offsite detour. Detailed design mapping was not available at the time of the review. The new bridge may feature a wider deck or may be higher and new ROW and/or construction easements may be required for fill, cuts and drainage. For purposes of this archaeological review, the maximum archaeological Area of Potential Effects (APE) is approximately 75 feet to either side of the bridge centerline. A maximum project length of about 650 feet along SR 2111, centered on the bridge, will taper back into the existing roadway facility at each end. This is a state funded project, however, a Nation Wide Permit 3 is anticipated from USAGE, and therefore, this is a federal undertaking. Section 106 of the National Historic Preservation Act applies for archaeological review. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: USGS mapping (Unity) and aerial photography was studied (see Figures 1 and 2). The immediate surroundings along SR 2111 and Bridge No. 0129 are undeveloped and wooded with some nearby open pastures or crops. The road and bridge cross hilly terrain. Virtual drive -by was unavailable using Bing or Google Maps. No cemeteries were noted on USGS mapping or the cemetery database maintained by NCDOT archaeologist Paul Mohler. The Office of State Archaeology was visited in February, 2016, to review archaeological mapping and reference any known archaeological surveys and sites. One archaeological review was noted on a nearby drainage (ER 06-1950), likely a stream restoration based on aerial photography. The steam restoration work did not result in an archaeological survey. A small number of archaeological sites are nearby including 31Unl76/176**, 31Un178, and 31Un183, all along highway 601. It is likely that they were identified as part of a survey along that road (CH 91-E-7220-0158, ER 92-7815, ER 02-11004, Bib. # 3030) though notes suggest none of the sites were NR-eligible. No known sites fall within or adjacent to this current project. Historic mapping of the general project area and surroundings was examined. Historic county soil survey mapping, usually from the first quarter century (1901-1925), is an excellent source of information that is both highly detailed and highly accurate. The map examined for this review is the Union County Soil Survey (1914, MC.097.1914d) and shows the location quite well a hundred years back. At first look, very little has changed in the road configuration at the crossing of Lanes Creek, though SR 2111 may have been realigned east of the current bridge location. Importantly, there are no structures depicted that might suggest the presence of a historic site nearby (see Figure 3). Soils for this undertaking involve moderately to greatly sloped and eroded Tarrus gravelly silty clay loam (TbB2, 2-8 percent slopes) and Goldston very channery silt loam (GoE, 15-45 percent slope). Close to the crossing, the frequently flooded and not very well drained Chewacla silt loam (ChA, 0-2 percent "No ARCHAEOLOGY SUR VEY REQUIRED "form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 5 Project Tracking No.: 16-02-0052 slopes) is present. None of these soil types, which correlates to terrain, was apparently attractive for habitation and infrequently yields archaeological sites. This was due, in part to either the slopes, rocky soil or the poorly drained lowlands. Since this project is a Low Impact Bridge Replacement (LIBR) with an offsite detour, impacts associated with the new bridge will be limited. For this undertaking, the proposed replace in place bridge project will have a relatively confined construction footprint. Soils and terrain suggest a low probability for encountering archaeological sites, especially any that might be intact and recommended eligible for listing on the National Register of Historic Places. New ROW or easements may be required resulting in a somewhat expanded construction footprint, however, an offsite detour is available for use minimizing local impact. No survey is recommended for this undertaking as currently proposed. Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: This project involves replacing a bridge in place with an offsite detour. While some new ROW and easements may be required, existing disturbances associated with the construction of the existing facility have diminished potential archaeological integrity. Soils present within the APE, rocky, sloped or moist, suggest low probability for archaeological sites. A nearby stream restoration was reviewed for archaeology and did not result in a recommendation for survey. There are no known sites within the APE. Based on these factors, no archaeological survey is recommended. Therefore, this federally permitted undertaking should be considered compliant with Section 106.
