SUBJECT: Scoping Review of NCDOT's Proposed Bridge Replacement Projects: Morehead City to
Radio Island, Replacement of Existing Bascule Span on the Railroad Bridge over the
Newport River/Intracoastal Waterway, Carteret County. State Project No. WBS 41092
In reply to your correspondence dated July 31, 2009 (received August 5, 2009) in which you requested
comments for the above referenced project, the NCDWQ offers the following comments:
General Comments Regarding Bridge Replacement Projects
If the old bridge is removed, no discharge of bridge material into surface waters is allowed unless
otherwise authorized by the US ACOE. Strict adherence to the Corps of Engineers guidelines for
bridge demolition will be a condition of the 401 Water Quality Certification.
2. If concrete is used during construction, a dry work area shall be maintained to prevent direct contact
between curing concrete and water. Water that inadvertently contacts uncured concrete shall not be
discharged to surface waters due to the potential for elevated pH and possible aquatic life and fish
kills.
3. If foundation test borings are necessary the DWQ should be notified. Geotechnical work is
approved under General 401 Certification Number 3687/Nationwide Permit No. 6 for Survey
Activities.
Thank you for requesting our input at this time. NCDOT is reminded that issuance of a 401 Water
Quality Certification requires that appropriate measures be instituted to ensure that water quality
standards are met and designated uses are not degraded or lost. If you have any questions or require

Railroad Bridge Over the Newport River/Intracoastal Waterway, Carteret
County. State Project No. WBS 41092
Dear Mr. Wainwright:
The Rail Division of the North Carolina Department of Transportation is studying the proposed
replacement of the existing bascule span on the railroad bridge over the Newport
River/Intracoastal Waterway between the Port of Morehead City and Radio Island as shown on
the attached map.
It is proposed to replace the bascule span on its existing alignment. Alternatives currently being
studied for the span replacement consist of maintaining the existing span length, lengthening the
span to increase the bridge opening, and the no-build alternative.
We would appreciate any information you might have that would be helpful in evaluating
potential environmental/social/economic impacts of the project. If applicable, please identify any
permits or approvals required by your agency. Your comments will be used in the preparation of
a federally funded Categorical Exclusion. This document will be prepared in accordance with the
National Environmental Policy Act. It is desirable that your agency respond by September 10,
2009 so that your comments can be used in the preparation of this environmental document.
