Proiect Setting The property proposed for development is located at 4471, 4457, 4447, 4439 & 4505 Mill Landing Road (NC 345) in Wanchese, and consist of 3.87 acres adjacent to Broad Creek and the Roanoke Sound. The site includes an existing restaurant, 25 slip marina, and old fish house. There is also a gravel parking area and driveway out to the fish house. The property is already partially bulkheaded and has a concrete pad near the existing marina. The adjacent property to the to the north contains a boat docking facility and parking area, and the property to the south is a commercial fish house. Vegetation noted on the site includes but, is not limited to, indigenous yard grasses. Soil types include Psamments (PsB). Also, the water classification for this site is Aquatic life, Secondary Recreational, Salt Water (SC). There is no submerged aquatic vegetation noted on the site. The property has an elevation of approximately 4 feet above Normal Water Level (NWL). Development Proposal The applicant proposes to mechanically excavate a 30 foot by 20 -foot section of high ground at the mouth of the existing boat basin to 8 feet below NWL. The applicant also proposes to replace 700 linear feet of bulkheading a distance of 2 feet out from the original alignment and replace an old fish house with a 40 foot by 48 -foot building over a portion of the existing concrete slab without increasing the footprint. The applicant also proposes to expand the existing marina by adding twenty-three 10 foot by 3 -foot finger piers and seven 40 foot by 3 - foot finger piers. This proposed expansion also includes 94 tie pilings to create 56 new slips. Water depth at the terminus is approximately 8-11 feet. The existing wood walkway was repaired through a repair exemption. Anticipated Impacts The proposed development will result in the excavation of 320 square feet of Estuarine Shoreline Area of Environmental Concern. The proposed development will also result in the filling of 14,000 square feet of Estuarine Shoreline and 1,400 square feet of Estuarine Waters and Public Trust Areas of Environmental Concern along with 1,530 square feet of Shading. The requested modifications are: Reconstruction of 1920 sf fish house on their middle peninsula. This structure will be placed onto the existing foundation in this area. No additional coverage is proposed, and existing drainage patterns will be maintained. Construction of finger piers and mooring piles for proposed slips 28-81. These slips will be as illustrated on the attached plans. Replacement of portions of the existing bulkhead as illustrated on the plans. Widening of the entrance channel within upland portions of the site for safer boating operations. This will remove a pinch point in the main basin entrance channel. Repair of wooden walkway along the east side of the existing fish house that is already scheduled and permitted to be repaired.
