Dear Ms. Sanchez King:
Old North State Water Company (ONSWC) appreciates the opportunity to respond to
the Notice of Violation issued on April 17,2019 by the Division of Environmental
Quality. Please find enclosed our response regarding the permit exceedances for Total
Suspended Solids for the month of February 2019.
The exceedance was due to small particulate matter in the effluent caused by the
addition of chlorine tablets for disinfection the day prior to sampling. The chlorine tabs
breakdown and leave a small particulate of binding material suspended in the water,
and that was detected on the TSS sampling. The turbidity was not uncommonly high
on either sampling day, nor was the water uncommonly cloudy. Additional filter
media has been added to filters since this sample period to aid in better filtration of the
effluent overall.
As demonstrated, ONSWC was responsive and took immediate remedial action to
regenerate the biological activity in the treatment plant.We believe this letter shows the
investment and commitment that the Utility continues to make, and we hope that the
