Project Description: Replace Bridge No. 137 on SR 1132 (Miami Church Road) over
Dutch Buffalo Creek (off -site detour, no improvements planned).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW

REVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: PROJECT RESUBMITTED IN 2018 WITH REVISED
STUDY AREA. HPOWeb reviewed on 10 February 2016 and 24 October 2018 and yielded no NR, SL, DE,
LD, or SS properties in the Area of Potential Effects (APE). The nearby John Teeter House (CA0580) and
Furr Cemetery on SR 1100 (Barrier-Georgeville Road) are both located outside both the original and
revised APE. Cabarrus County current GIS mapping, aerial photography, and tax information indicates a
rural APE intersecting parcels on which stand several residential and agricultural resources dating to the
late-twentieth/early-twenty-first centuries, as well as a commemorative monument dating to the mid-
1950s (viewed 10 February 2016 and 24 October 2018). Constructed in 1966, Bridge No. 137 is not
eligible for the National Register as it is not representative of any distinctive engineering or aesthetic
type. The APE extends 400 feet from either end of the existing bridge (NW -SE) and 200 feet to either
side of the SR 1132 (Miami Church Road) centerline (NE -SW) to encompass proposed construction as
defined in the resubmitted review request.
The monument is located approximately 125 feet NW of the existing bridge near the edge of pavement
on SR 1132 (Miami Church Road) (see attached map and photograph). It was erected in 1954 (restored
in 1996) in memory of Heinrich and Russena Furrer, who settled in the area in the mid-1700s, "... the
ancestors of the Furrs of the Carolinas" ("Furr Monument," http://ncgenweb.us/nc/cabarrus/furr-
monument). The monument also appears to designate a cemetery with no other visible markers -- its
one -acre parcel is described as such in the Cabarrus County property records and deeds

Additional design information for the B-5375 project remains limited, but available field scoping notes
(April 2016) indicate that the monument, referred to as the "bleeding headstone" with which the Furr
Family Monument often appears to be confused, will not be disturbed during construction. As long as the
proposed bridge replacement work will not impact the monument or its parcel and it is afforded proper
protection during the project, a finding of "no historic properties affected" may be established.
No National Register -listed properties are located within the APE or along the off -site detour route.
Google Maps "Street View" confirmed the presence and relative placement of architectural and landscape
resources in the APE (viewed 10 February 2016 and 24 October 2018).
The finding of "no historic properties affected" established in 2016 remains valid for the resubmittal and
will satisfy both GS 121-12(a) and Section 106 compliance requirements.
Should the design of the project change, including the addition of improvements
to the off -site detour, and, especially, possible impacts to the Furr Family Monument,
please notify NCDOT Historic Architecture as further review may be necessary.
