Dear Secretary Bose, Director Linton -Peters, Director Culpepper, and Supervisor Higgins:
The City of Salisbury, North Carolina plans to provide by October 18, 2018, an engineering review of the Sedimentation
and Flood Plan for Yadkin River Raw Water Intake and Pump Station submitted to the Federal Energy Regulatory
Commission by Cube Yadkin on September 18, 2018 ("Engineering Review').
We request that you consider the Engineering Review in your deliberation and decision on whether Cube Yadkin's plan
satisfies the plan requirement established by Water Quality Certification DWR # 12-0900 Conditions 8 and 9 and by Article
401(a) of the federal license for Yadkin Hydroelectric Project (No. 2197). We commissioned the Engineering Review
because a decision to approve the submitted incomplete plan would lead to implementation of a plan that would have at
least decades -long consequences for the City of Salisbury's critical water supply infrastructure. Thank you for considering
our request.
