We request that you consider the Engineering Review in your deliberation and decision on whether Cube Yadkin's plan satisfies the plan requirement established by Water Quality Certification DWR # 12-0900 Conditions 8 and 9 and by Article 401(a) of the federal license for Yadkin Hydroelectric Project (No. 2197). We commissioned the Engineering Review because a decision to approve the submitted incomplete plan would lead to implementation of a plan that would have at least decades -long consequences for the City of Salisbury's critical water supply infrastructure.
