REGAN Secretary LINDA CULPEPPER Director NORTH CAROLINA Environmental Quality June 10, 2019 DWR # 20190602 Randolph County Randolph County Board of Education Attn: Marty Trotter, Superintendent 2222-C South Fayetteville St Asheboro NC 27205 Subject: REQUEST FOR ADDITIONAL INFORMATION Trinity Middle School Dear Mr. Trotter: On May 22, 2019, the Division of Water Resources — Water Quality Programs (Division) received your application dated May 3, 2019, requesting a 401 Water Quality Certification from the Division for your project. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Please review the response to Item F. 1 on Page 9 of the PCN form regarding funding sources. It is typical for a local education facility to involve the expenditure of public funds. 2. Please note that the impacts to the vegetated setback as shown in the plans should be reviewed and approved by the local stormwater program and will not be reviewed or approved through the 401 certification process. 3. Please clarify whether the existing culvert/pipe is to be utilized for the road crossing at Impact Area #12 or if the culvert/pipe will be replaced or lengthened. 4. Per Condition 11.9. of GC 4139, all work must be done "in the dry". Therefore, dewatering methods will be necessary to temporarily dewater the stream channel during pipe installation. Please ensure that the location of the temporary impacts are shown on the construction drawings and clearly indicated in the impact table. [15A NCAC 02H .0502(b)(3)] 5. The plan sheets provided indicate that there will be a sewer easement across the Uwharrie River, however no impacts to streams or wetlands in this location have been noted in the application. Please ensure that all sewer line impacts are accounted for within this application. Pursuant to 15A NCAC 02H.0506(a) a 401 Water Quality Certification may only be issued upon determining that existing uses are not removed or degraded by a discharge to classified surface waters. Based on the information provided in the application and associated documents, all surface flow from the project is proposed to be rerouted through multiple stormwater dry detention basins. The outlet from the detention basins are proposed to be located a significant distance downstream. The rerouting of the drainage area and surface flow has the potential to remove existing hydrology and therefore remove existing uses within the stream channels from the impact limits to the proposed stormwater outlet location. Please provide a thorough analysis and any additional information relative to this issue for further review by the Division. Upon further review of the information provided in response to this Item, the Division may require a more thorough analysis and/or more information for particular portions of this project. Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. Please respond in writing within 30 calendar days of receipt of this letter by sending one (1) copy of all of the above requested information to the 401 & Buffer Permitting Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617 OR by submitting all of the above requested information through this link: https://edocs.deg.nc.gov/Forms/Supplemental-Information-Form (note the DWR# requested on the link is referenced above). If all of the requested information is not received within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please be aware that you have no authorization under the Water Quality Certification Rules for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
