Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The project was designed so the majority of earthwork within the Neuse riparian buffer zones will be within the existing transportation facility. The only impacts to the Neuse riparian buffers is from sediment and erosion control features. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Impacts to the Neuse riparian buffer canes will be minimized and avoided during construction by having construction equipment work from the existing roadway and only placing sediment and erosion control measures in the Neuse riparian buffer zones and not within the stream channel. 2.
