One additional item related to note C) of the email I sent yesterday (see below):
After speaking with SHPO this morning, they indicated that they had not received the information they requested in
their letter dated 1/17/2019 (see attached). The Corps does not currently have the information necessary to make a
determination other than the "adverse effect" determination referenced in SHPO's letter. Please provide the
information to SHPO as requested to further the Section 106 consultation process.
Please let me know if you have any questions.

Thank you for your PCN and attached information, dated 5/7/2017, for the above referenced project. I have reviewed
the information and need clarification before proceeding with verifying the use of Nationwide Permit 39 (http://saw-
reg.usace.army.mil/NWP2017/2017NWP39.pdf). Please submit the requested information below (item 3 in particular)
within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or
consider your application withdrawn and close the file:
1) Based on Plan Sheet 2, it appears that grading activities and rerouting of stormwater for the senior living facility
project would eliminate the current drainage area for the remaining linear wetland, resulting in a reasonably
foreseeable reduction in hydrologic input to this area. The Corps will consider this reduction in aquatic function as an
indirect impact that would be included in the overall proposed wetland impact total for the senior living facility project
as well as the overall "The Pilot at Sedgefield" development (i.e. 0.07 acre wetland impacts rather than 0.06 acre). Please
provide any information providing justification that hydrology to this area would be maintained. Otherwise, please
acknowledge that the proposed impacts would include the additional 0.01 acre of indirect wetland impacts as described.
Please also note:
A) Please refer to Action ID: SAW -2018-01939 for all future correspondence related to this project. I apologize for any
confusion resulting from the earlier email referencing a different Action ID.
B) As noted previously, any impacts authorized for this project as well as other activities associated with the overall "The
Pilot at Sedgefield" development would be considered part of a single and complete project; these impacts would be
considered cumulative with impacts permitted during future phases regarding compensatory mitigation and Nationwide
Permit thresholds.
C) As you are aware, informal consultation has been initiated with the State Historic Preservation Office; they require up
to 30 days to respond to our coordination request. To this point I have not received concurrence that the project will not
result in an adverse impact on historic resources. Please note that I cannot verify the use of any Nationwide Permit until
consultation pertaining to Section 106 of the National Historic Preservation Act is complete.
Please let me know if you have any questions.

Re: Develop Senior Independent Living Facility, 5300 High Point Road, Greensboro, Guilford County,

Dear Mr. O'Halloran:
Thank you for your email of December 7, 2018, regarding the above -referenced undertaking. We have
reviewed your submittal and offer the following comments.
This project is within the boundaries of the Pilot Life Insurance Headquarters (GF1234) a property placed on
the State Study List in 2007 and is also a contributing resource within the Pilot Life -Sedgefield Historic District
(GF2993), determined eligible for listing in the National Register of Historic Places in 1990. As proposed, the
project's size and location will result in an adverse effect to the historic property and district.
We look forward to consulting with you regarding the resolution of adverse effects. Please provide the
following documentation to us for review.
♦ Photographs showing the area of potential effect (APE) setting. Photos should demonstrate "big -
picture" views and the visibility of the Headquarters building from the APE.
♦ Site Plans — Should include proposed building footprint, parking, landscaping, etc.
As discussed during our telephone call on January 14, 2019, Terracon is drafting an application for permitting
from the US Army Corps of Engineers. A determination of adverse effect could jeopardize that permitting or
cause a delay in the process. We would advise that you contact jean Gibby at the USACE Wilmington District,
Raleigh Regulatory Field Office for more information.
There are no known archaeological sites within the proposed project area. Based on our knowledge of the
area, it is unlikely that any archaeological resources that may be eligible for inclusion in the National Register of
Historic Places will be affected by the project. We, therefore, recommend that no archaeological investigation
be conducted in connection with this project.
The above comments are made pursuant to Section 106 and 110 of the National Historic Preservation Act and
the Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36
CFR Part 800.

Thank you for your cooperation and consideration. If you have questions concerning the above comment,
contact Renee Gledhill -Earley, environmental review coordinator, at 919-814-6579 or

referenced tracking number.
