Is it site -specific? Andy Blankenship, PE and his Supervisor, Ben Dewit of NCDOT-REU assisted in answering all questions asked during the inspection, and all parties were knowledgeable of this MS4 program, NCS000250, and the NCG01000 requirements. Does the site have approved erosion and sedimentation control plans onsite? Are they representative of current site conditions? Yes, the E&S plan was on site, and all questions were answered knowledgeably, as well as all revisions viewed were presented by tablet while onsite during the inspection. What type of stormwater training do site employees receive? How often? Justin Reliford, and Brad Wright are Level II trained and certified for the E&S program. The documentation was present and viewed during the visit. Andy Blankenship again presented the updated project documentation on his tablet, as the info would not load for the others when attempted. Inspector Training/Knowledge What type of stormwater training does the MS4 inspector receive? How often? Level II training which is renewed as required. Did the MS4 inspector appear knowledgeable about MS4 and NCG010000 requirements for construction sites? Yes. Did the MS4 inspector appear knowledgeable about erosion and sedimentation control/stormwater pollution prevention BMPs? Yes. Yes Does the MS4 inspector's process include taking photos? Yes, as needed. Does the MS4 inspector's process include reviewing approved plans (erosion and sedimentation control and/or SWPPP)? Yes Does the MS4 inspector's process include walking the entire site and inspecting all points of discharge? Yes Did the MS4 inspector miss any obvious violations? If so, explain: Not that I observed. Does the M54 inspector's process include presenting the inspection findings to the site contact in writing? Yes Does the MS4 inspector's process include providing construction stormwater educational materials to the site contact? Yes Compliance/Enforcement What, if any, enforcement actions (verbal warnings, NOV, etc.) did the inspection result in? None If compliance issues were identified, what timeline for correction/follow-up was provided? N/A Notes/Comments/Recommendations The roadway fill slope was not completed prior to the moratorium stopping all in water work. Andy Blankenship stated that a request to stabilize the slope is pending with DMF and WRC. I advised the contractor to carefully and quietly place the RipRap if they were to be granted authorization to proceed, in order to minimize any potential impact to the fish of this high quality water resource.
