Facilit► Summary: Wayne Farms - Dobson Fresh Plant processes poultry, discharging treated
process wastewater to the Fisher River, a waterbody affording considerable effluent dilution [IWC
= 4.5 %]. Processes include slaughter, scalding, defeathering, evisceration, partitioning, sizing,
deboning, flash -freezing, packaging, storage and shipping. Wayne Farms process approximately
36 million birds per year.
Cate-,orical Regulations and Treatment: Discharge is regulated by federal categorical 40 CFR
432 Meat and Poultry Products Point Source Category, Part K - Poultry First Processing.
Permitted discharge does not include domestic wastewater generated by — 800 employees, piped to
the city sewer. Process waste -treatment components consist of screening, dissolved air -flotation
device (DAF), equalization basin, aeration basin, biological nitrification, chlorination, and a sludge
storage lagoon.
Receivinu Stream: This facility discharges to Fisher River, a Class C waterbody within the
Yadkin -Pee Dee River Basin. Fisher River is listed as impaired for turbidity on the 2018 NC
303(d) list, therefore renewal will require Turbidity limit (50 NTU with footnote) and monitoring
Weekly per facility Class WW-III.
Compliance History• & DMR Data Review: Renewal considered DMRs from Jun2016 thru
Jun2019. During the past two years, John Giorgino (ATU) generated the only NOV for WET -
Testing for DMR April 2018. BIMS also noted multiple TRC violations, ignored per TRC policy
as < 50 ug/L, and in December 2018 multiple "frequency violations" for TSS, BOD-5, Ammonia,
O&G, Fecal Coliform — no action (BPJ) by Gary Hudson (WSRO).

WET -Testing Histon : This permit requires Chronic Toxicity WET -testing, limited using
Ceriodaphnia at an effluent concentration of 4.5%. The facility has passed all previous quarterly
WET -tests to date.
Instream Monitoring: the permit requires instream monitoring for Temperature and Dissolved
Oxygen upstream and downstream of the discharge. Data is consistently similar at both stations,
and within water -quality standards.
Effluent Guideline — Renewal Limits Calculations: Technology -based effluent limits [TBELs]
are established in accord with 40 CFR 432.112 and 432.113. POCs include Ammonia, BOD, TSS,
Fecal Coliform, Total Nitrogen and O&G. Because the Permittee's stated "peak" and "average"
productions rates are identical to those last permitted, this renewal proposes no changes to TBELs
[see app. received 13Mar2019 vs. previous permit effective OlFeb2014]. Likewise, stream
conditions have not altered - no changes recommended to water -quality based limits [WQBELs].
Renewal Chanr,es Summar-% : The permit includes updated language to the eDMR special
condition. DWR has also added monitoring for Turbidity as the receiving stream is thus impaired
*see footnote, Table A. (1.). No other changes recommended.
